Eligibility
Who is eligible?
- Any legally incorporated business whose main operations are carried out on the territory of the MRC de Mékinac.
- Self-employed workers.
- Cooperatives.
- Legally incorporated social economy businesses recognized by the MRC de Mékinac according to the MEI definition and the MRC de Mékinac analysis grid.
- Businesses in the agri-food, manufacturing, business services and tourism sectors.
Who is not eligible
- Businesses in personal services and retail trade.
- Organizations under the Government of Quebec or managing a program under the Government of Quebec, including childcare centres (CPE), home support services, perinatal centres, educational services, housing, youth employment centres (CJE) and regional county municipalities (MRC or equivalent).
Eligible expenses
- Capital expenditures such as land, building, equipment, machinery and rolling stock.
- The acquisition of technologies, software or packaged software, excluding research and development activities.
Ineligible Costs and Activities
- Expenses incurred before the date the financing request is received by the MRC or its delegated organization.
- Expenses related to business operations, debt service, repayment of future loans or financing of a project already completed.
- Research and development activities.
- Pre-startup, startup, succession and consolidation projects.
- Housing projects.

Selection criteria
- The economic viability of the business, including profitability, repayment capacity and good prospects.
- The economic benefits in terms of job creation and retention.
- The knowledge and experience of the promoters, as well as their management skills.
- The business’s openness toward its employees and its approach to labour relations.
- The participation of other financial partners is desirable; for agricultural files, the participation of the Financière agricole du Québec or the Financière agricole du Canada is required, and the market, revenue prospects, clientele, competition, environmental standards and compliance with rules are taken into account.
Processing and Agreement
- Financing a project requires follow-up, and each file must be reviewed annually.
- The financial analyst in the MRC de Mékinac economic development department follows up on business files.
- They may negotiate agreements subject to validation by the investment committee.
- Contracts authorized under the Fonds V must be prepared by the financial analyst of the MRC de Mékinac.
- If the borrower fails to meet their obligations, the MRC may use the legal mechanisms and procedures to recover its investments in accordance with the recovery policy in force.
