  • Francisation compliance declaration or francisation certificate, employment equity compliance declaration or employment access program, and any other document required by the MRC

Eligibility

Who is eligible?

  • For-profit companies legally incorporated under the laws of Quebec or Canada
  • Collective enterprises, including cooperatives and non-profits within the meaning of the Social Economy Act, that carry out commercial activities
  • Companies operating in the MRC de Mékinac territory with their head office in Quebec
  • Growth-stage companies

Who is not eligible

  • Applicants listed in the Registre des entreprises non admissibles aux contrats publics (RENA), including subcontractors listed in the RENA for work under the project
  • Applicants who failed, within the two years before the application, to meet their obligations after formal notice from the Ministry or the MRC in connection with previous financial assistance
  • State-owned companies or companies directly or indirectly controlled by a government, or companies majority-owned by a state-owned company
  • Applicants under the protection of the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act
  • Companies operating, in whole or in part, in the production or distribution of armaments, fossil-fuel energy activities, gambling, violent games, sexual exploitation, tobacco or drug-related activities, or cannabis and industrial hemp-related interventions

Eligible expenses

  • Additional working capital needed to complete the project, for a maximum period of two years
  • Capital expenses directly linked to the project, including technology, land, buildings, equipment, machinery, rolling stock, construction, expansion, renovation, and site or premises fit-out
  • Professional fees before the project, such as feasibility analysis, external audit, or impact study
  • Professional fees directly linked to the project, such as technology, equipment, and machinery implementation, and acquisition, construction, renovation, and fit-out of land and premises

Ineligible Costs and Activities

  • Expenses incurred before the application is filed
  • Debt service, repayment of future loans, capital loss, capital replacement, or a payment or amount disbursed as capital
  • Transactions between related businesses or partners
  • Expenses related to the normal operation of the company
  • Quebec sales taxes

How to apply

  • Submit the completed, dated, and signed financial assistance application form.
  • Provide the business plan and/or detailed project description requested in the application.
  • Provide the detailed project expense breakdown, financing package, financial statements, and any other required documents.

Processing and Agreement

  • Applications are processed and analyzed continuously once the required information and documents have been provided.
  • The admissibility, analysis, and decision process is handled by the MRCs.
  • Every approved file must be prepared by the financial analyst of the MRC de Mékinac.
  • The project financing requires follow-up, and files should ideally be reviewed annually with a business visit.
  • In case of non-compliance with borrower obligations, the fund may use legal recovery mechanisms and procedures.
