Eligibility
Who is eligible?
- Businesses with a start-up, expansion or succession project.
Who is not eligible
- Applicants registered in the Register of Enterprises Ineligible for Public Contracts (RENA), including their subcontractors registered in RENA for project work.
- Applicants who have failed to meet their obligations, during the two years preceding the application, after a formal notice related to previous financial assistance.
- State-owned enterprises, enterprises directly or indirectly controlled by a government, and businesses majority-owned by a state-owned enterprise.
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act, as well as those whose ethical conduct is likely to tarnish the image of integrity and probity of the government or the MRC, whose conduct is environmentally irresponsible, or who have a history of non-compliance with labour standards or human rights.
- Unless a prior exemption is granted by the MEIE and FLS-FTQ, businesses that operate, in whole or in part, in the production or distribution of weapons; the exploration, extraction, drilling, production and refining related to fossil fuels; the operation of games of chance and money games; the operation of violent games; sexual exploitation; real estate management and development; or the production, sale and services related to tobacco or drug consumption. For cannabis and industrial hemp, recreational products, medical products not approved by Health Canada and additional cannabis products remain excluded.

Selection criteria
- Manufacturing, agri-food processing, the establishment of new industrial buildings, automation and the tertiary sector as an economic driver, including the new economy and adventure ecotourism.
- Projects relating to heritage equipment, mainly churches and schools, when they are part of a profitable project carried out by a private or collective organization, as well as any other niche prioritized by the MRC over time.
Processing and Agreement
- Requests are processed and analyzed on an ongoing basis when the required information and documents have been provided by the business.
- The processing takes into account fair treatment between businesses, budget availability and compliance with the standards of management procedures.
- No file fee is required.
- If the borrower fails to meet its obligations to the Impact Fund, the MRC may use legal mechanisms and procedures to recover its investment.
Additional information
- An exception request may allow the eligibility criteria to be broadened and the type of investment to be changed, if the MRC favorably receives the request made by the CIEE.
