Documents Needed

  • The promoter's resolution describing the project summary, confirming the equity contribution, authorizing the responsible person, and designating the persons authorized to sign with the MRC.
  • Duly completed and signed application form.
  • Plans and specifications, if applicable.
  • Presentation of the financial package detailing the expenses of each participating company, for a project carried out by a group of companies.
  • Copy of the bids selected, proof of financing or confirmation from financial partners, business plan, action plan or other documents deemed relevant, and the latest available annual financial report, if applicable.

Who is eligible?

  • Companies in the biofood sector.
  • Groups of companies in the biofood sector.
  • Social economy enterprises, including cooperatives and non-profit organizations carrying out commercial activities related to the biofood sectors.
  • Band councils of Indigenous communities.

Who is not eligible

  • Organizations listed in the Register of enterprises ineligible for public contracts.

Eligible expenses

  • Professional fees related to the project.
  • Purchase or rental of equipment necessary for the project.
  • Purchase of inputs and inventory necessary for the project.
  • Specific travel expenses necessary for the project.
  • Rental of rolling stock and ongoing expenses specific to the submitted project.

Ineligible Costs and Activities

  • Expenses incurred before the date a complete financial assistance application is filed with the MRC des Laurentides.
  • Expenses that are not directly related to the project.
  • Cost overruns.
  • Compensation for time spent on the project by the company's employees or promoter.
  • Expenses related to the applicant's current and usual operations.

Processing and Agreement

  • Submitted applications are analyzed by a selection committee.
  • The recommended project, if applicable, and the amount of financial assistance are submitted to the council of mayors for authorization to sign the agreement.
  • Each selected project is subject to an agreement between the MRC des Laurentides and the promoter, notably regarding payment conditions and the accountability reporting required.
  • The organization must inform the MRC of any intended change that could modify the original project; the selection committee then assesses whether or not to maintain the subsidy granted.
  • The MRC may claim repayment of the financial assistance if one of the required criteria related to the project is not respected.
