- Expenses related to projects already completed or incurred before the signing of the agreement relating to the Regions and Rurality Fund, or before the official project submission date.
- Expenses related to the organization's day-to-day management or to administration that is not related to project administration.
- Loans, loan guarantees, and equity investments.
- Expenses related to infrastructure, work on landfill and waste treatment sites, as well as ongoing work and operations financed by municipal budgets or government programs related to waterworks, sewers, roads, fire services, and safety.
- Projects in the restaurant or retail sector, as well as projects covering the regular services of the organization carrying or promoting the project.

How to apply

- For the component 2, submit the application at least three months before the activity so that it can be reviewed and a decision can be made by the MRC.
Processing and Agreement
- Approved projects are subject to a memorandum of understanding between the MRC and the promoter.
- The memorandum of understanding defines the conditions for payment of financial assistance and the obligations of the parties.
- For the component 1, the first payment of 75 % is made upon signing the memorandum, then the balance of 25 % upon receipt of all supporting documents for the expenses and the accepted final report.
- For the component 2, the MRC authorizes the activity and the disbursement conditions are established by the MRC; the MRC must also receive substantial visibility when the event is held.
- The promoter must keep separate and specific accounts for all expenses attributable to the project and submit, by the deadline, a final report including a summary, financial statement and supporting documents.
