- Permit application or permit, and authorization to carry out the work, if applicable
Eligibility
Who is eligible?
- Any individual or legal entity that is a private owner of a building with eligible heritage value.
Who is not eligible
- Organizations listed in the Register of enterprises ineligible for public contracts.
- Owners who have not met their commitments to the Ministry when a previous grant was awarded.
- Owners of buildings in violation of a provision of the Cultural Heritage Act.
- Government, federal, provincial and para-governmental bodies, municipalities, and regional county municipalities (RCMs).
Eligible expenses
- Labour costs and fees or charges for professional and technical services, including the preparation of plans and specifications
- Equipment rental costs
- Costs of purchasing materials supplied by the contractor and directly related to eligible work
Ineligible Costs and Activities
- Expenses that are not directly related to eligible interventions.
- Work carried out in-house, travel expenses and fees for submitting a financial assistance application.
- Expenses related to a project funded under another Ministry program, including Assistance for Capital Assets and the program aimed at protecting, transmitting and enhancing the religious cultural heritage of the Conseil du patrimoine religieux du Québec.
- Expenses related to an expansion project, payroll and employee benefit costs for municipal organization employees, as well as other direct or indirect operating, regular maintenance and management costs.
- The costs of goods and services received as a donation or non-financial contribution, expenses related to renovation, dismantling, moving and reassembling a building, as well as expenses related to site development work.
Eligible geographic areas
- Municipalities in the Maskoutains RCM that have joined the program: Saint-Hyacinthe, Saint-Hugues, Sainte-Hélène-de-Bagot and Saint-Liboire.
How to apply
- Contact the program manager at the Maskoutains RCM to obtain relevant information and verify general eligibility.
- Complete and submit the form available on the Maskoutains RCM website or on your municipality's website.
- Provide the required documents and photos with the application.
- Have a condition report prepared by an architect or a built heritage professional, if desired.
- Obtain at least two contractor bids.
Processing and Agreement
- The file is reviewed by the RCM and the municipality's urban planning department.
- A notice from the program manager is issued, with the conditions and the anticipated grant.
- The necessary permits are then issued by the municipality and, where applicable, authorization from the Ministry of Culture and Communications or other competent authorities.
- After the work is completed, supporting documents, invoices, proof of payment, a certificate of completion of compliant work, photographs of the work carried out or any other necessary document must be submitted for verification.
- Financial assistance is paid after confirmation that the work complies, including a site visit where applicable.
Additional information
- Eligible buildings have already been identified and the owners concerned will be contacted directly by the Maskoutains RCM or the participating municipality.
- The use of artisans or professionals from the Maskoutains RCM is strongly encouraged.
