Who is eligible?
- Non-profit legal entities registered with the Québec Enterprise Register (REQ)
- Cooperatives considered non-profit organizations by Revenu Québec
- Concertation tables or groups of organizations meeting one of the two previous criteria
- Municipal bodies, including regional county municipalities (RCMs)
Who is not eligible
- Ministries or governmental and para-governmental bodies, such as CISSS, CIUSSS, institutions or educational and training schools, unless an organization, excluding ministries, is the only one able to provide the service at a reasonable cost without competing with other organizations already offering a similar service
- Organizations whose activities are interrupted due to a labour dispute (strike or lockout)
- Organizations that do not meet the high integrity requirements expected of a recipient of public financial assistance
- Organizations registered for less than 12 months that have not held their first annual general meeting or produced their first financial statement
Eligible expenses
- Salaries of human resources directly related to carrying out the initiatives
- Professional services and fees, including audit fees related to the memorandum of understanding
- Material and equipment costs
- Costs related to project communication and promotion activities, travel and premises rental
- Administrative expenses directly related to the project, as well as any other recognized eligible expenses
Ineligible Costs and Activities
- Funding for initiatives already completed or expenses incurred before approval
- Expenses reimbursed by another program
- Purchase or renovation of real estate, land or transport vehicles
- Cost overruns and refundable portion of taxes
- Salaries of human resources or other expenses directly related to the beneficiary organization's regular activities, as well as financing of debt or repayment of loans already contracted or to be contracted

Selection criteria
- Impact on the fight against poverty and social exclusion — 20 points: clarity of objectives, lasting impact, relevance of the proposed activities and structuring impact on the person living in poverty.
- Alignment with local or regional priorities — 20 points: consistency with the action plans in force, existing services, complementarity with these services and fit with identified needs.
- Quality of the submitted project — 20 points: realism of planning, timeline, budget, feasibility and experience with similar projects.
- Relevance, originality and innovation — 15 points: proven practices, pooling of resources, intersectoral approach, collaboration and complementarity of expertise.
- Organization's capacity to carry out the project — 15 points: expertise of human resources, knowledge of the target clientele, relevant partners, roots in the community and organizational stability; potential for sustaining activities after funding — 10 points: continuity strategy, diversification of funding sources, community anchoring and structuring nature of the actions.
How to apply
- Consult the FQIS project submission guide 2024-2029.
- Contact the CPERL team to validate the project's consistency with FQIS requirements.
- Submit the financial assistance application with the board of directors resolution authorizing the submission and the signing of a possible memorandum of understanding.
Processing and Agreement
- CPERL first verifies project eligibility.
- Eligible projects are then analyzed by the granting committees, which make recommendations to Alliance pour la solidarité for adoption by CPERL.
- Ineligible applications are not subject to further analysis and the organizations are notified in writing.
- The selected organization must sign a memorandum of understanding with CPERL, and the number of payments is determined according to the nature and duration of the project.
- The organization must keep separate accounts, provide the requested reports and supporting documents, and produce one or more reports with financial statements; the necessary forms are provided by CPERL.

- Initiatives may address both the causes and the consequences of poverty and social exclusion.
- In the Laurentides, CPERL acts as the signatory partner for the mandate with the Ministry of Employment and Social Solidarity.
