Overview
The Local Investment Fund (FLI) of the MRC of La Haute-Gaspésie offers financing of up to 50 % eligible expenses to for-profit businesses and collective enterprises in the territory to support their development. Documents Needed
- The completed, dated, and signed financial assistance application form.
- The business plan and/or detailed project description, the detailed breakdown of expenses, and the project financing package with confirmation of any other financial assistance or financing related to the project.
- The financial statements for the last three years.
- Interim financial statements if the financial statements are more than six months old or if the business has been in existence for less than one year, as well as projected financial statements.
- A declaration of compliance with francization requirements or a copy of the francization certificate, if applicable, as well as a declaration of compliance with employment equity requirements or a copy of the Employment Equity Program, if applicable, and any other document required by the MRC of La Haute-Gaspésie.
Eligibility
Who is eligible?
- Legally incorporated for-profit businesses under the laws of the Government of Québec or Canada.
- Collective enterprises, namely cooperatives and nonprofits within the meaning of the Social Economy Act, when they have commercial activities.
- Entrepreneurs or groups of entrepreneurs wishing to take over a business as part of an entrepreneurial succession project.
Who is not eligible
- Applicants listed in the Register of Enterprises Ineligible for Public Contracts (RENA), including their subcontractors planned for the project.
- Applicants who have failed to meet their obligations, following formal notice from the MEIE or the MRC, during the two years preceding the application.
- State-owned corporations, corporations directly or indirectly controlled by a government, and businesses majority-owned by a state-owned corporation.
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act, as well as those whose ethical, environmental, labor, or human rights conduct is non-compliant.
- Businesses that operate, in whole or in part, in the production or distribution of weapons, fossil fuels except transition activities, games of chance and gambling, violent games, sexual exploitation, real estate management and development, or the production, sale, and services related to tobacco or drugs, except for explicit exceptions related to cannabis and industrial hemp; direct financing of an individual is excluded except for succession projects.
Eligible expenses
- The additional working capital needed to carry out the project, for a maximum period of two years.
- Capital expenditures directly related to the project, including technology, land, building, equipment, machinery, rolling stock, construction, expansion, renovation, and fit-out.
- Professional fees incurred before the project, such as feasibility analysis, external audit, or impact study.
- Professional fees directly related to the completion of the project.
- For entrepreneurial succession, expenses for acquiring shares, units, or assets, as well as fees related to the transaction and leadership transfer.
Ineligible Costs and Activities
- Expenses incurred before the application is submitted.
- Debt service, repayment of upcoming loans, capital loss, capital replacement, and any payment or amount disbursed as capital.
- Transactions between related businesses or partners.
- Research and development expenses, as well as expenses attributable to the normal operations of the business.
- Applicable sales taxes in Québec.

- The promoters' knowledge and relevant experience, as well as their management skills.

- The participation of other financial partners and the impact of the application on the balance and sustainability of the FLI.
Processing and Agreement
- Eligibility, analysis, and decision-making are the responsibility of the MRC of La Haute-Gaspésie.
- Applications are processed and analyzed on an ongoing basis when the required information and documents have been provided.
- Processing takes into account fair treatment among businesses, budget availability, and compliance with management terms and conditions.
- In the event of non-compliance with the borrower's obligations, the MRC will do everything possible to regularize the situation and may resort to legal mechanisms and procedures to recover its investments.
