Documents Needed
- A clear description of the project showing that it does not unduly compete with existing businesses.
- The project location, address and contact details of the person responsible.
- The project financing package, with a breakdown of costs and other planned funding sources.
- A demonstration of the company's capacity to carry out the project, as well as a realistic timeline.
- Where applicable, a resolution of the legal entity, the financial statements for the last two years, letters of commitment or intent from partners, and any other document requested by the MRC.
Eligibility
Who is eligible?
- Self-employed workers, partnerships and corporations legally constituted in Quebec, with a NEQ and carrying on economic activities permanently on the territory of the MRC de La Haute-Gaspésie.
- All eligible applicants must reside and carry on their activities in Quebec.
Who is not eligible
- For-profit businesses in the financial sector, including financial cooperatives, financial planners, insurance brokerage firms and real estate brokerage firms.
- Natural persons not in business, except those covered under an agreement with the Conseil des arts et des lettres du Québec.
- Applicants registered in the RENA.
- Applicants who, in the two years preceding the application, failed to meet their obligations after formal notice in connection with previous financial assistance from the ministère des Affaires municipales et de l’Habitation.
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
Eligible expenses
- Expenses directly related to the project: salaries and benefits, rent, travel expenses, data acquisition, materials and equipment.
- Plans and studies expenses related to a business plan, evaluating an opportunity, market analysis, technical and financial feasibility, defining a concept and scheduling activities.
- Development of tools or indicators to better measure an industry sector, including visitor traffic and economic impact studies related to projects.
- Costs of construction, development, implementation or installation of the project, where applicable.
- Costs related to a planning and consultation process bringing together a set of regional stakeholders, as well as the non-refundable portion of taxes.
Ineligible Costs and Activities
- Expenses incurred before the application is submitted and expenses related to projects already completed.
- Funding for grants, prizes or contests, as well as any form of loan, loan guarantee or equity investment.
- Operating deficit, interest charges, debt repayment, working capital replenishment and expenses related to the organization's day-to-day management.
- Expenses aimed at moving a business or part of its production outside the local municipality where it is established, the refundable portion of taxes, expenses not directly related to the project, severance pay, lobbying and certain legal fees related to civil or criminal charges.
- Projects in the restaurant and bar sector, lotteries, casinos and games of chance, transportation, housing, real estate management or construction, as well as retail projects, projects related to places of worship or morally unacceptable projects.

- Economic, territorial, social and environmental benefits.
- The applicant's financial capacity and management capacity.
- The involvement of several private and government financial partners, the innovative nature, the sustainability of the project and its financial viability.
- Mitigation of environmental impacts, sound management of residual materials and budget availability.
How to apply
- Contact the economic development department to obtain personalized support.
- Submit the application on a rolling basis until 31 March 2028.
Processing and Agreement
- Projects are evaluated according to the program's assessment criteria.
- The MRC informs all applicants in writing of the decision made.
- An agreement between the MRC and the applicant sets out the terms of payment of the financial assistance as well as the obligations and rules to be respected.
- Any necessary construction contracts must be awarded to the lowest compliant bidder; between 50 000 $ and the threshold of an open procedure, this requires a written invitation to at least two suppliers, and at the threshold determined or above, an open procedure.
