The MRC Beauharnois-Salaberry — Propulsion Funds program provides non-repayable contributions of up to $20,000, covering 75% of eligible project expenses, to stimulate business growth through innovation. Eligibility
- The applicant must be an organization located within the MRC Beauharnois-Salaberry territory.
- Eligible applicants include social economy enterprises, small businesses, and medium or large enterprises.
- The project must be focused on fostering innovation in products, services, operations, or organizational structure to promote business growth.
- The project must be completed within 12 months after the agreement is signed.

Who is not eligible
- Businesses whose main activity is the production or distribution of weapons.
- Companies mainly involved in fossil fuel exploration, extraction, drilling, production, or refining, except activities aimed at transitioning to a low-carbon economy.
- Businesses whose main activity is gambling or games of chance, such as casinos, bingo halls, or gambling terminals.
- Businesses mainly operating violent games, combat sports involving living beings, races, or similar activities.
- Businesses mainly involved in sexual exploitation or pornographic material, such as erotic bars, escort agencies, erotic massage parlours, or swingers clubs.
- Companies already awarded the Fonds Propulsion whose project is still in progress.
- Businesses that failed, within the two years before applying, to meet their obligations after being formally notified in connection with previous financial assistance.
- Companies under protection of the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
Eligible expenses
- Purchase of innovative equipment and materials from non-affiliated suppliers.
- Development of an innovative internal solution or tool.
- Studies to improve processes and productivity, including technical feasibility and implementation studies.
- Purchase of IT tools that improve productivity, such as an ERP system.
- Studies to assess or implement artificial intelligence solutions.
- Adaptation of industrial equipment or the business model to the circular economy, including changes to sourcing, storage, processing, waste management, and recovery of industrial residues and waste.
Ineligible Costs and Activities
- Costs related to preparing this funding application.
- Project expenses incurred before the application was submitted.
- Debt service, loan repayment or refinancing, and repayment of any advance.
- Operating wages.
- Any other expense deemed ineligible by the selection committee.

- Businesses located within the territory of the MRC Beauharnois-Salaberry.
Selection criteria
- Innovative project that addresses a problem for the business (25%).
- Expected impacts for the business (25%).
- Project viability, including the financial structure and operational planning (25%).
- Regional, community, and environmental impacts (15%).
- Quality of the project presentation, structure, and the clarity and realism of the targeted objectives (10%).
How to apply

Verify eligibility requirements
- Ensure your organization belongs to one of the eligible categories: social economy enterprises, small businesses, or medium and large enterprises
- Review the eligibility criteria for the Propulsion Fund

Collect required documents
- Prepare all documents demonstrating your project’s focus on innovation and growth
- Gather necessary information regarding your project budget and timeline

Submit application
- Complete and submit the funding application form
- Provide all required supporting documents as per fund instructions

Await selection results
- Wait for notification regarding selection following the announcement in June 2025
- Be prepared to provide additional information if required by the fund administrators
5
Sign agreement and initial payment
- Sign the funding agreement if your project is selected
- Receive the first tranche of 50% of the grant upon signature
6
Complete project and final payment
- Complete the project within twelve months from the agreement signature date
- Submit final documentation to receive the remaining 50% of the grant
Processing and Agreement
- Submitted files are reviewed by the selection committee after the application deadline.
- Eligible applications are assessed and prioritized based on the program’s evaluation criteria.
- Projects are selected until the available funding envelope is exhausted.
- Successful applicants are announced in June 2026.
- If the project is not carried out as planned or the results are not considered satisfactory, the MRC may withdraw part or all of the funding.
