Activities funded
- Territory revitalization projects having a structuring effect on the entire territory or part of the territory of the Abitibi-Ouest RCM.
Documents Needed
- Completed, dated and signed project submission form.
- Recent financial statements of the applicant, except for municipalities.
- Letters patent of the organization or any other official constituting document, except for municipalities.
- Resolution of the board of directors appointing and authorizing the person responsible for the project to submit the application and sign the related documents.
- Any other document required by the RCM to complete the analysis.
Eligibility
Who is eligible?
- Municipalities, municipal bodies and the band councils of Indigenous communities.
- Non-profit organizations.
- Social economy enterprises, excluding financial cooperatives.
Who is not eligible
- Ministries, bodies, state-owned corporations and their subsidiaries, as well as any other corporation or enterprise directly or indirectly controlled by a government (provincial or federal).
- Health establishments referred to in article 79 of the Act respecting health services and social services (RLRQ, chapter S-4.2), including local community service centres, hospitals, child and youth protection centres, long-term care and accommodation centres and rehabilitation centres; hospital foundations and health cooperatives.
- Educational institutions, including schools, school service centres, colleges and universities as well as their associated bodies.
- Non-profit organizations whose activities do not resemble community action, such as foundations, professional orders and trade union or political organizations, religious organizations and organizations created by a public body to serve public administration interests.
- For-profit enterprises in the financial sector, individuals not operating a business, except for those covered under an agreement with the Conseil des arts et des lettres du Québec, applicants registered with the RENA, applicants who have failed to comply with their obligations after a formal notice linked to prior financial assistance from the Ministry of Municipal Affairs and Housing, and applicants placed under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
Eligible expenses
- Expenses directly related to carrying out the project, including salaries and benefits, rent, travel, data acquisition, materials and equipment.
- Expenses for preparing plans and studies, notably for a business plan, market analysis, feasibility study, concept definition, activity programming or measurement tools.
- Construction, development, implementation or setup costs for the project, where applicable.
- Costs related to a planning and consultation process bringing together a group of regional stakeholders.
Ineligible Costs and Activities
- Projects in the restaurant sector; projects in the retail sector, except for a neighborhood store project that is not eligible under the FRR2 Neighborhood Stores component; projects related to places of worship, unless they involve a purpose other than religious.
- Projects aimed at ensuring the applicant organization's regular operations; under the Territorial Development component, expenses related to the organization's day-to-day management; under the Vitalization component, 2 expenses intended to ensure the applicant's regular operations, except for a non-profit organization in a precarious financial situation and whose project aims to develop an action plan to sustain its activities; however, it must be supported in this process by the RCM or any other competent organization. 3 expenses incurred by the applicant before submitting its financial assistance application; expenses related to already completed projects; funding for grants, prizes or contests; any form of loan, loan guarantee or equity stake.
- The operating deficit of an eligible applicant, interest charges, repayment of loans or replenishment of its working capital; expenses aimed at moving a business or part of its production outside the local municipality where it is established.
- Expenses related to activities governed by budgetary rules approved by the Government of Quebec; the portion of the Quebec sales tax and the goods and services tax that the applicant can be reimbursed; expenses not directly related to the project; severance pay; expenses related to lobbying activities; legal fees, notably those related to civil or criminal charges involving the personal liability of members of management or staff of subsidized entities; expenses, including as a subcontractor, for the benefit of any entity listed in the RENA or that has failed to comply with its obligations after having been duly served a formal notice in connection with the granting of prior financial assistance by a ministry or body of the Government of Quebec.

Selection criteria
- Contribution to one or more priorities of the intervention framework.
- Demonstration of the importance of the benefits for the RCM territory and of the project's structuring impact, including the multiplier or spillover effect.
- Participation, mobilization and citizen engagement, as well as consultation and partnership among the various stakeholders involved.
- The project's sustainability and its innovative aspect.
- The size of the requested contribution relative to the project's total cost and the promoter's contribution, the quality of the governance structure, the quality of the financial structure and the quality of the implementation plan; projects must obtain a minimum of 60 points.

Processing and Agreement
- RCM staff acknowledge receipt of the application by email.
- The vitality manager analyzes the application and, if needed, requests clarifications from the applicant.
- The Development Advisory Committee evaluates the project and submits its recommendations to the RCM board of directors.
- The RCM board of directors, sitting in session, approves or rejects the Development Advisory Committee's recommendations.
- The vitality manager contacts the applicant to communicate the final decision and, where applicable, drafts the agreement; the signing of an agreement between the RCM and the financial assistance recipient is mandatory before the financial assistance is paid out.
