Processing and Agreement
- Applications are reviewed first by City staff and then by the Planning and Development Committee and City Council.
- Finance staff complete a financial analysis before recommendations are made.
- If approved, the applicant must sign a legally binding agreement with the City.
- Incentives are issued only after the agreement is executed and the development is completed and reassessed, where applicable.
- Rejected applicants may re-apply only if the project or requested incentives have materially changed.
