- National groupings of autonomous community organizations serving immigrants and refugees.
Who is not eligible
- Professional orders, political associations or parties, and trade unions.
- Religious associations and foundations mainly dedicated to fundraising and redistribution.
- Organizations whose primary mission falls under another ministry, except those welcoming government-assisted refugees.
- Non-profit organizations created by public bodies to serve public administration interests or only their members’ private interests.
- Organizations in default with the ministry, tax authorities, on the RENA registry, or not compliant with Quebec language requirements for enterprises.
Eligible expenses
- General operating costs not covered by other programs, such as premises, office supplies and technological infrastructure.
- Salaries and social benefits for staff involved in operations and alternative community services.
- Costs related to associative life, popular education, coordination, representation and volunteer support.
- Transport, meals and accommodation expenses within Quebec, within Quebec public service reimbursement rates.
- Training costs directly linked to the organization’s overall mission and not funded by other programs.
Ineligible Costs and Activities
- Purchasing or building infrastructure, renovating premises, financing debt, repaying loans already contracted or to be contracted, and purchasing land.
- Severance pay, expenses covered by other funding sources, and costs tied to legislative requirements, accreditation, certification, or membership.
- Donations to another organization and all legal fees.
- Alcohol, tobacco, or cannabis expenses, alcohol permits, meeting permits, fines, gifts or gift cards, recreational transportation or accommodation, commuting costs, and travel or other expenses outside Quebec.
- The refundable portion of GST/HST and QST, and expenses incurred outside the period covered by the financial assistance agreement.

- National groupings whose member organizations come from most of Quebec’s 17 administrative regions.
Selection criteria
- Compliance with all program eligibility requirements and submission conditions.
- Assessment of the organization’s capacity to meet all program obligations and conditions.
- Consideration of the ministry’s budgetary capacity when allocating funding.
- For new applicants, analysis of existing funded organizations, local immigrant population and service coverage on the territory.
- Use of advisory committees or external expertise where deemed appropriate by the ministry.
How to apply
- Step 1: Obtain Application Form
- Contact the regional office of the Ministry of Immigration, Francization and Integration responsible for your territory.
- Request the official financial assistance application form and related instructions.
- Step 2: Prepare Application Package
- Complete the application form in full according to the program guidelines.
- Gather all required supporting documents, including governance, activity and financial information.
- Ensure documents are up to date, approved by the board and consistent with the organization’s mission.
- Step 3: Submit Application
- Send the completed form and all required documents to the ministry.
- Respect the deadline, date and time specified in the instructions provided to the organization.
- Step 4: Provide Additional Information if Requested
- Respond to any ministry requests for clarifications, additional documents or corrections within the given timeframe.
- Adjust or complete the file as required to allow evaluation.
Processing and Agreement
- Complete applications are evaluated by a specialized Ministry representative based on the program requirements, submission requirements, the Ministry’s financial capacity, and the organization’s capacity to meet all program conditions.
- The Ministry may use an advisory committee or external experts to assess an application.
- Organizations selected for funding must sign a financial assistance agreement with the Minister or the Minister’s representative; agreements are generally for three years, and new partner agreements cannot extend beyond the program end date.
- For multi-year agreements, annual funding requires continued eligibility, continued compliance with the agreement, and submission of the documents listed in section 5.1, except the charter and bylaws if they have not been modified.
- The Ministry may audit the organization, revise the contribution amount, suspend payments, or terminate the agreement, in whole or in part, if obligations are not met; non-compliance may also affect future funding requests.
