Activities funded
- Hiring or retaining a L’ARTERRE matchmaking agent in a full-time position within the eligible region.
- Hiring or retaining a L’ARTERRE matchmaking agent in a part-time position only in Côte-Nord and Gaspésie–Îles-de-la-Madeleine.
- The agent must serve at least two MRCs in the eligible region, and those MRCs must be members of L’ARTERRE.
Documents Needed
- Completed and signed financial assistance application form.
- Job description of the matchmaking agent.
- Confirmation of L’ARTERRE membership for the MRCs served by the matchmaking agent.
- Proxy or organizational document, such as minutes or a resolution, authorizing the applicant’s representative to complete the application documents.
Eligibility
Who is eligible?
- A municipalité régionale de comté (MRC).
- An organization, specifically a non-profit organization legally constituted under the laws of the Government of Quebec or Canada, such as an OBNL, cooperative, or incorporated association, with an establishment in activity in Quebec.
Who is not eligible
- Ministries, budgetary organizations, non-budgetary organizations, state-owned corporations, and corporations directly or indirectly controlled by a provincial or federal government or by a state-owned corporation.
- Financial cooperatives and banking institutions.
- Applicants listed in the RENA, including their subcontractors.
- Applicants that, in the two years before the application, failed to meet their obligations after being formally notified by the minister in connection with previous financial assistance.
- Applicants with 25 or more employees in Quebec for at least 6 months and on the Office québécois de la langue française list of enterprises not compliant with the francization process, as well as applicants under the protection of the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
Eligible expenses
- Salary of the matchmaking agent.
- Fees used to remunerate a matchmaking agent.
- The share of the agent’s social charges and employee benefits, equal to a fixed 26% of salary or more than 26% with accounting justification.
Ineligible Costs and Activities
- Expenses not directly related to the project.
- Cost overruns used to obtain additional financial assistance.
- Expenses incurred before the date of the complete application.
- Expenses paid to a subcontractor of the applicant that is listed in the RENA or that failed to meet its obligations after formal notice from the minister in connection with previous assistance.
- Travel and stay expenses for the matchmaking agent, application preparation fees, recruitment procedure fees, management and skills-development fees, and severance pay for the matchmaking agent.

Processing and Agreement
- The applicant receives an acknowledgment of receipt when the application is filed.
- If the application is complete and eligible, the minister sends a decision letter by mail or email.
- During the project and for the following five years, the applicant must allow site visits, keep all project documents, and provide any required reports, supporting documents, proofs of results, or deliverables.
- The last payment is conditional on transmitting all data needed to assess the results of the Initiative.
