MAPAQ — Ministerial Initiative for Plant Productivity – Component 2 : Expansion of Quebec’s beekeeping industry and improvement of labor productivity in beekeeping

• Supplier quotes or price evidence.
• Proof of ASREC beekeeping coverage for 2025, for apiculture businesses.
• French language compliance certificate or attestation, for businesses with 50 or more employees.
• Copy of diploma, for youth farmer bonus requests.

Who is eligible?

• Quebec CUMAs.
• Quebec agricultural businesses producing targeted plant crops.
• Quebec agricultural businesses practicing apiculture and registered under the Ministry's bee owners register.

Who is not eligible

• Government departments, public bodies, state-owned companies, and municipal entities.
• Financial cooperatives and banking institutions.
• Applicants listed in the Registre des entreprises non admissibles aux contrats publics (RENA).
• Applicants under bankruptcy or insolvency protection.
• Applicants under an animal welfare or safety order.

Eligible expenses

• New agricultural equipment or beekeeping materials purchased from a recognized supplier.
• Eligible equipment with related technological devices, when applicable.
• Project-related costs directly tied to implementation after the application is filed.

Ineligible Costs and Activities

• Costs incurred before the complete application is filed.
• Equipment rental, used or demo equipment, and equipment financed by lease or instalment sale.
• Internal salaries, administration fees, operating costs, debt financing, and taxes.
• Research and development projects, self-built or adapted equipment, and equipment previously used under rental or service contracts.
• Non-eligible equipment such as tractors, vehicles, irrigation systems, storage and processing equipment, and other items listed as excluded.

Eligible geographic areas

• Quebec.
• Priority may be given to specific regions during application periods.

• Eligibility of the applicant and project under the program rules.
• Order of submission based on the date a complete application is received.
• Availability of budget credits.

• Step 1: Prepare the application
  • Complete the application form in French.
  • Gather quotes or price evidence and required supporting documents.
• Step 2: Submit to the Ministry
  • Send the completed and signed application to the Ministry during an official intake period.
  • Include all required supporting documents.
• Step 3: Receive acknowledgement and review
  • The Ministry sends an acknowledgement of receipt.
  • If the file is complete and eligible, the Ministry issues a confirmation of admissibility.
• Step 4: Sign the agreement if approved
  • Receive the funding decision by mail or email.
  • Sign the funding agreement if the project is selected.
• Step 5: Submit payment claim documents
  • Provide the required supporting documents and claim documents by the deadline stated by the Ministry.

• Applications are reviewed by Ministry representatives for eligibility.
• Eligible complete applications may receive funding if budget credits are available.
• Funding is awarded in order of complete application date until funds are exhausted.
• The Ministry sends a decision letter by mail or email.
• If approved, the applicant must sign a funding agreement before payment.

• The program is part of the 2023–2025 Ministerial Initiative on Plant Productivity.
• Applications must be submitted in French.
• Funding is subject to available budget credits.
• The Ministry may prioritize certain regions during application periods.
