Overview

The Main Street Revitalization – Planning Program offers up to $20,000 in funding to local governments to support comprehensive downtown revitalization planning. Eligible activities include visioning, goal setting, and the development of action plans, policies, and capital improvements to enhance community vitality and attract new businesses, residents, and tourists.

Financing terms and conditions

  • One-time grant of up to $20,000 per local government or regional district electoral area.
  • Funding covers a maximum of 50% of the eligible project budget.

  • Preparation of comprehensive downtown revitalization plans that establish a long-term vision for the main street area.
  • Development of action plans identifying policies, programs, and investments to enhance the vibrancy of downtown areas.
  • Main street visioning and goal-setting initiatives aimed at improving livability and attractiveness for businesses, residents, and tourists.

Eligibility

  • The applicant must be a local government located within Northern Development’s service region.
  • The project must focus on downtown revitalization planning to develop a long-term vision and action plan for the main street area.
  • The application must include a resolution of support from the local government’s Municipal Council or Regional District Board.
  • The project plan must be published and made accessible on the local government’s website upon completion.

Who is not eligible

  • Businesses and private companies (only local governments within the service region are eligible).
  • Organizations located outside Northern Development’s service region.

Eligible expenses

  • Consulting fees
  • Consultant travel costs directly associated with completion of the study
  • Meeting room and AV rental costs directly associated with community, business, and industry engagement
  • External printing costs directly associated with producing a final report
  • Cost of obtaining research material (such as industry reports or peer-reviewed journals) directly relevant to the study
  • PST (Provincial Sales Tax)

Eligible geographic areas

  • Organizations located within Northern Development Initiative Trust’s service region.

Selection criteria

  • Submission of a complete application form with all required information.
  • Presentation of a detailed and balanced budget for the proposed project.
  • Obtaining a resolution of support from the municipal council or the regional district council.
  • Demonstration of the ability to carry out and complete the project within the allotted time (18 months).
  • Publication and adoption of the final report by the appropriate municipal bodies.

Additional information

  • Applications are reviewed on a tri-annual basis, and late submissions are deferred to the next funding cycle.
  • The final revitalization plan must be adopted by the municipal council or regional district board and published on the local government’s website.
  • Verification of approval from other funding sources is required prior to approval, except in the Northeast region.
  • Completion of the project, including the submission of a final report and actual project expenses, must occur within 18 months of approval.
