- Canadian composers born in Quebec.
- Canadian composers with primary residence in Quebec for at least 10 years.
- Quebec composer groups, if still active at the time of the decision.
Who is not eligible
- Self-nominated applicants.
- Applicants nominated by people outside the jury.
- Current or former members of the Fondation Émile-Nelligan board.
- Members of the jury for the year they serve.
- Posthumous candidates, unless death occurred after the jury’s decision.
