Documents Needed
- Completed, dated, and signed financial assistance application form.
- Business plan and/or detailed project description.
- Detailed breakdown of project-related expenses and project financing plan, with confirmation of any other financial assistance or financing related to the project.
- Financial statements for the last three years, interim financial statements if needed, and projected financial statements.
- French-language compliance declaration or copy of the francization certificate, employment equity compliance declaration or copy of the Employment Equity Program, and any other document required by the MRC.
Eligibility
Who is eligible?
- For-profit businesses legally incorporated under the laws of the Government of Quebec or Canada.
- Collective enterprises, namely cooperatives and non-profits, within the meaning of the Social Economy Act, when they have commercial activities.
- Non-profits created under Part III of the Quebec Companies Act, if they meet the conditions applicable to social economy businesses.
Who is not eligible
- Applicants registered in the Register of Enterprises Ineligible for Public Contracts (RENA), including their subcontractors registered in the RENA planned for the project.
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
- State-owned corporations, corporations directly or indirectly controlled by a government, or businesses majority-owned by a state-owned corporation.
- Applicants who have failed to meet their obligations within the two years preceding the application, following formal notice from the Ministry or the MRC in connection with prior financial assistance, or who have ethical, environmental, labor, or human rights conduct contrary to the program's requirements.
- Businesses operating, in whole or in part, in the production or distribution of weapons, fossil fuels, gambling, violent games, sexual exploitation, real estate management and development, or the production, sale, and services related to tobacco or drugs, subject to explicit exceptions for certain cases related to cannabis and industrial hemp and to prior authorization when required.
Eligible expenses
- Additional working capital needed to carry out the project, for a maximum period of two years.
- Capital expenditures directly related to the project, including technology, land, buildings, equipment, machinery, rolling stock, construction, expansion, renovation, and the development of land and premises.
- Professional fees incurred before the project, such as feasibility analysis, external audit, or impact study.
- Professional fees directly related to carrying out the project, including the implementation of technology, equipment, and machinery as well as construction, renovation, and development.
- In entrepreneurial succession, acquisition of ownership interests and assets, as well as professional fees related to the transaction, acquisition, and transfer of management.
Ineligible Costs and Activities
- Expenses incurred before the application is submitted, debt service, repayment of upcoming loans, capital losses, capital replacement, or payment as capital.
- Transactions between related businesses or partners.
- Research and development expenses, normal business operating expenses, and applicable sales taxes in Quebec.
- Pre-start-up projects.
- Projects aimed solely at subcontracting or privatizing operations that move an economic activity and jobs from one organization to another.

- Economic viability of the project, with lasting profitability, ability to repay, and strong prospects.
- Promoters' knowledge and experience, as well as their management skills.
- Environmental and social impacts of the project, including improvement in the territory's socio-economic and environmental performance.
- Openness toward workers and approach to labor relations.
- Participation of other financial partners and impact on the balance and sustainability of the funds.
How to apply
- Submit a financial assistance application to the MRC des Laurentides with the required documents attached.
Processing and Agreement
- The eligibility, analysis, and decision-making process falls under the MRCs.
- Applications are processed and reviewed on an ongoing basis once the required information and documents have been provided, subject to budget availability and compliance with management standards.
- In the event of non-compliance with the borrower's obligations, the Local Funds may use legal mechanisms and procedures to recover their investments.
