Eligibility

Who is eligible?

  • First Nation and Inuit communities and their governments.
  • Tribal councils.
  • Community-led associations and organizations representing First Nations and Inuit communities, except charitable or religious organizations.
  • Non-Indigenous associations and organizations, except charitable or religious organizations.

Who is not eligible

  • Community-led associations and organizations with charitable or religious purposes.
  • Non-Indigenous associations and organizations with charitable or religious purposes.

Eligible expenses

  • Salary and benefits.
  • Travel.
  • Indirect costs such as rent, utilities, supplies, minor repairs and maintenance, accounting and audit services, and insurance.
  • Professional, consulting, advisory, and other services.
  • Capital expenditures related to the establishment, acquisition, expansion, or modernization of an Indigenous business.

Ineligible Costs and Activities

  • Payments for services that would normally be provided free of charge, such as fees.
  • Operation, repair, and maintenance of economic or municipal infrastructure.
  • Economic infrastructure projects that should reasonably be covered by user fees or other means and operate as commercial businesses.
  • Costs of services provided by a federal or provincial government.

Selection criteria

  • The possibility that the project or activity will generate net economic benefits for Indigenous peoples in Canada.
  • The possibility that the project will improve legislative compliance, implement pollution prevention measures, or improve environmental management capacity.
  • The applicant's management capacity and business knowledge in relation to the project.
  • Availability of federal, provincial, municipal, or tax credit assistance that can be applied to the project.
  • The project's link to national and regional economic strategies and priorities of the federal government.

How to apply

  • Complete parts A and B of the Programme des services relatifs aux terres et au développement économique (PSTDE) – Activités prévues et rapport form.
  • Submit the form to your regional office before the deadline set by the office.

Processing and Agreement

  • Targeted funding applications are assessed for relevance to program objectives and, in some cases, by internal or external reviewers at the regional or national level.
  • For targeted funding, one plan is prepared for each funded project to guide periodic monitoring.
  • The monitoring plan is based on the risk posed by the project.
  • Beneficiaries must submit a final report at the end of the project, according to the funding agreement.

  • Administered by Indigenous Services Canada (ISC) since 2014.
