Documents Needed
- For the planning phase: a description of the problem, objectives, and expected results, plus an offer of services from a qualified professional for the preliminary sketch.
- For the works phase: the consent form signed by more than 50% of owners of an adjoining property, together with the title study and its detailed invoice.
- For the works phase: Revenu Québec approval, the permit or authorization certificate, and the plans and specifications for the works.
- For the works phase: two bids from two distinct contractors, including material quantities and unit prices, the landscape work estimate, subcontractor and supplier names, and the execution schedule if the project is phased.
- For the works phase: the construction contract with the selected contractor, the contractor’s all-risk insurance certificate, and the services contract for the professional supervising the works.
Eligibility
Who is eligible?
- A group of at least three property owners may apply for the planning phase.
- An owner or a group of owners may apply for the execution phase.
- The requester may be constituted or not in an association, company, or legal person.
Eligible expenses
- Labour costs.
- Materials supplied by the contractor, excluding materials supplied by the requester or an owner.
- The cost of a permit or authorization certificate issued by the City.
- Professional fees for the preliminary sketch, title study, plans and specifications, and other expertise costs related to eligible works.
- GST and QST paid by the owner, net of any recovered amount, and the City’s application-analysis fee paid by the requester.
Eligible geographic areas
- The territory delimited in Annex I of the Arrondissement de La Cité-Limoilou.
Selection criteria
- Subsidies are awarded in chronological order of receipt of complete and compliant applications.
- When funds are exhausted, later applications are placed on a waiting list by work category, with articles 8 to 10 first and article 7 after them.
How to apply
- For the planning phase, form a group of at least three property owners and appoint a mandataire.
- Complete the admissibility application form.
- Submit the application on the City form, in paper or electronically to the Division du contrôle du milieu.
- If the alley is a bien sans maître under Revenu Québec, request a title search from a notary and forward the Revenu Québec authorization to the City.
- Choose an architecte paysagiste member of the Association des architectes paysagistes du Québec and send the service offer to the City of Québec.
- For the works phase, designate a mandataire, provide the signed procuration, and submit the admissibility request with owner consent and the required authorizations.
Processing and Agreement
- The City reviews complete applications and sends a written response that states the provisional reserved amount.
- The preliminary sketch is approved, with or without conditions, within 30 days, and any conditions become part of the approved sketch.
- When the alley is confirmed as a bien sans maître, Revenu Québec approval is required before the works can begin.
- The City may inspect the project to verify eligibility and compliance with the regulation.
- After a complete and compliant payment request, the City sends the cheque within 60 days; incomplete requests receive written notice and the missing items must be corrected within 45 days or the reserve is cancelled.
