Overview
The International Development Assistance Program, managed by Global Affairs Canada, provides funding—without a predetermined maximum amount—to support projects aimed at reducing poverty and advancing sustainable development in eligible countries. Eligible activities include institutional support, project planning, implementation, monitoring, and the provision of humanitarian assistance, with funding available for both grants and contributions supporting bilateral, multilateral, and Canadian partnership initiatives.
Financing terms and conditions
- The Canadian government funding under a grant or contribution agreement will not exceed 100% of the total eligible expenditures for a project.
- Up to 15% of the total value of a contribution agreement may be held back and paid upon final reporting and completion of all requirements.
- Advance payments of contributions may be made based on estimated cash flow requirements, as agreed with the department.
- No defined maximum amount payable per recipient or project due to program flexibility and operational exceptions.
- Recovery of excess funds applies if a recipient receives more funding than required; repayment or withholding of amounts may be enforced.

Eligibility
- The applicant must be an entity (including individuals) with a legal personality recognized in domestic and/or international law, such as corporations, organizations, or institutions capable of delivering aid activities.
- The applicant must have objectives compatible with Canadian government policy decisions and Canada's international development assistance priorities.
- The organization must demonstrate appropriate management and financial capacity, as evidenced by governance documents and recent financial statements.
- The applicant should have a proven record or appropriate capacity for delivery of development assistance or related projects.
- The project must be primarily for the benefit of people in developing countries or countries in transition.

- All levels of government of recipient countries, including their institutions, organizations, and agencies
- All levels of government of other donor countries, including their institutions, organizations, and agencies
- Canadian provincial, territorial, and municipal governments, including their institutions, organizations, and agencies
- Entities (including individuals) with legal personality recognized in domestic and/or international law, other than all levels of any government, capable of delivering aid activities
- Community-based organizations and associations in recipient countries
- Crown corporations and their subsidiaries for specific programs or projects
- International financial institutions
- Canadian civil society organizations
- The private sector
- Publicly funded institutions
Who is not eligible
- Organizations with a demonstrably unsound financial position where no reasonable risk mitigation strategy exists.
- Entities whose objectives or activities are not compatible with Government of Canada policy decisions or Canada’s international development assistance objectives.
- Recipients that have been deemed ineligible due to Global Affairs Canada policy decisions.
- Entities whose past record or documentation fails to show capacity to implement a project successfully.
Eligible expenses
- Cost of goods, including commodities and associated shipping or transportation expenses.
- Cost of services such as project-related salaries, benefits, and specific per diem fees.
- Expenses for equipment and associated installation or maintenance.
- Overhead expenses as agreed to by the department.
- Purchase of eligible carbon offset credits verified by recognized third parties (e.g., Gold Standard, VER+, VERRA).
- Other actual or reasonable project-related expenses, as detailed in the funding agreement.
- Expenses for planning, such as feasibility studies, conceptualization, specifications, or design.
- Costs related to monitoring, evaluation, and audit of projects.
- Institutional support costs.
- Analysis, research, and knowledge-building activities relevant to development issues, including attendance at conferences, meetings, training, and negotiations.
Eligible geographic areas
- Entities located in Canada, including provincial, territorial, and municipal governments, and their institutions, organizations, and agencies.
- Recipients in developing countries or territories as recognized by the Organisation for Economic Co-operation and Development (OECD) / Development Assistance Committee (DAC) lists.
- Organizations in other donor countries recognized by the funding body.
Selection criteria
- Demonstrated capacity and satisfactory history in delivering development assistance or relevant experience.
- Strength of management and financial capability, including risk management and results reporting systems.
- Alignment with Global Affairs Canada’s priorities, objectives, and expected results.
- Internal management practices, such as open and transparent governance and reliable financial, management, and procurement practices.
- Quality of reporting capacity and ability to measure and report expected results.

Additional information
- Reporting requirements may include the submission of annual or narrative reports to Global Affairs Canada, depending on the type of agreement.
- Official bilingual communications and application forms are available in both English and French, in accordance with the Official Languages Act.
- Holdbacks of up to 15% of contribution values can be applied, released only after final accounting and reporting.
- Advance or single payments may be made in exceptional circumstances, such as humanitarian emergencies, based on fiduciary risk assessment.
