- Municipalities and municipal entities in Quebec.
- Health and social services establishments, including CISSS and CIUSSS.
- Public and private educational institutions.
- For-profit private businesses and individual enterprises.
- Political associations, religious associations and organizations serving only their members’ private interests.
Eligible expenses
- Salaries and benefits for staff delivering the funded services, activities or projects.
- Operating costs such as proportional rent, utilities, equipment purchase or rental, office supplies and materials needed for service delivery.
- Promotion and communication related to funded services (e.g. printing, outreach materials, evaluation surveys with small incentives).
- Travel, meal and accommodation costs within Quebec for activities tied to the funded services, within Quebec public service rates.
- External evaluation costs and other expenses essential to carrying out the agreed services or projects.
Ineligible Costs and Activities
- Debt repayment, loan repayment and costs incurred before or outside the funding period.
- Acquisition of land or property, construction or renovation of buildings and other infrastructure costs.
- Operating costs and activities not covered by the program or already financed by other sources for the same services.
- Legal fees, fines, alcohol, tobacco or cannabis expenses, and gifts such as gift cards.
- Travel and related costs outside Quebec, commuting between home and usual workplace, and the refundable portion of GST/HST and QST.

- Number of people who can benefit and the scope and duration of the services.
- Past compliance with obligations under previous agreements with the Ministry.
How to apply
- Step 1: Prepare Application Package
- Complete the official financial assistance application form provided by the Ministry.
- Describe the planned services, activities or projects and the requested amount.
- Compile all required supporting documents (governance, activities, financial statements and budgets).
- Step 2: Submit Request to MIFI
- Send the completed and signed application form and documents to the Ministry of Immigration, Francisation and Integration by the deadline indicated in the call for applications.
