Activities funded

  • Support to Accompagnement Québec, including individual action plans, first installation steps, integration sessions and regional establishment support.
  • Activities and services that foster immigrants’ full participation in French and promote civic integration, including individual support, intercultural pairing and group activities.
  • Reception, installation and integration services for refugees and persons protected on a humanitarian basis supported by the State.
  • Services for people who have claimed asylum, including housing search and information sessions on government services.
  • Innovative projects that improve services offered to immigrants and strengthen organizations’ capacity to deliver integration services.

Documents Needed

  • Completed financial assistance application form provided by the Ministry.
  • Board resolution authorizing the funding request and designated signatory.
  • Updated charter and bylaws of the organization.
  • Most recent annual activity report and approved financial statements.
  • Current list of board members and latest update filed with the Registraire des entreprises du Québec, plus budget forecasts including other funding sources.

Eligibility

  • Must be a legally constituted non-profit organization whose charter objectives align with the program.
  • Must have its head office in Quebec and carry out most activities in Quebec.
  • Must be governed by a democratically elected board mainly composed of Quebec residents serving as volunteers.
  • Must hold an active registration and good standing with the Registraire des entreprises du Québec.
  • Must obtain recognition from MIFI through its qualification process for governance, management and planning practices (for components 1 to 4).

Who is eligible?

  • Community non-profit organizations supporting immigrant integration and participation.
  • Non-profit organizations providing reception and installation services for refugees.
  • Non-profit organizations offering services to asylum seekers.

Who is not eligible

  • Municipalities and municipal entities in Quebec.
  • Health and social services establishments, including CISSS and CIUSSS.
  • Public and private educational institutions.
  • For-profit private businesses and individual enterprises.
  • Political associations, religious associations and organizations serving only their members’ private interests.

Eligible expenses

  • Salaries and benefits for staff delivering the funded services, activities or projects.
  • Operating costs such as proportional rent, utilities, equipment purchase or rental, office supplies and materials needed for service delivery.
  • Promotion and communication related to funded services (e.g. printing, outreach materials, evaluation surveys with small incentives).
  • Travel, meal and accommodation costs within Quebec for activities tied to the funded services, within Quebec public service rates.
  • External evaluation costs and other expenses essential to carrying out the agreed services or projects.

Ineligible Costs and Activities

  • Debt repayment, loan repayment and costs incurred before or outside the funding period.
  • Acquisition of land or property, construction or renovation of buildings and other infrastructure costs.
  • Operating costs and activities not covered by the program or already financed by other sources for the same services.
  • Legal fees, fines, alcohol, tobacco or cannabis expenses, and gifts such as gift cards.
  • Travel and related costs outside Quebec, commuting between home and usual workplace, and the refundable portion of GST/HST and QST.

Eligible geographic areas

  • Organizations with their head office in Quebec and operating mainly in Quebec.

Selection criteria

  • Alignment of proposed services and projects with program objectives and territorial needs.
  • Accessibility and quality of services, including adapted schedules, formats and suitability for diverse client groups.
  • Experience and competencies of the organization and its staff in delivering the proposed services.
  • Number of people who can benefit and the scope and duration of the services.
  • Past compliance with obligations under previous agreements with the Ministry.

How to apply

  • Step 1: Prepare Application Package
    • Complete the official financial assistance application form provided by the Ministry.
    • Describe the planned services, activities or projects and the requested amount.
    • Compile all required supporting documents (governance, activities, financial statements and budgets).
  • Step 2: Submit Request to MIFI
    • Send the completed and signed application form and documents to the Ministry of Immigration, Francisation and Integration by the deadline indicated in the call for applications.
  • Step 3: Respond to Information Requests
    • Provide any additional information or documents requested by the Ministry within the specified timeframe during evaluation.

  • Financial support is provided through grants or contributions from the Quebec Ministry of Immigration, Francisation and Integration (MIFI).
  • Multi‑year funding agreements are generally signed for up to three years, with possible one‑ or two‑year agreements for new partners.
