- Co-creation and technology uptake preparatory work, including frugal innovation, IP environment analysis, technology scouting, novelty verification, technology valuation, legal situation analysis, technology protection and valorisation strategy design, certification and homologation compliance verification, technology partnership matchmaking, and small-scale proof of concept.
- Market research through desk and field studies, including early survey detection, qualitative analysis, product commercial research, quantitative analysis, competition analysis, and analysis of potential partners or suppliers.
- Compliance verification, including administrative and legal freedom to operate or due diligence verification, and business-related social and cultural best practices identification and implementation planning.
- Business prospection trips, limited and justifiable within the market feasibility project.
- Specific promotional technical material preparation, limited and justifiable within the market feasibility project.

- Detailed Workplan in the mandatory template.
- All declarations, including the main subcontractor’s commitment and declaration of honour.
- Signed private legal entity identification form in English, official VAT document or proof of VAT exemption, and valid private body registration extract not older than one year.
- Financial identification form, SME declaration form, and signed contract with the main subcontractor.
- Documentation for activities raising ethical issues, if indicated in the grant agreement.

Eligibility
Who is eligible?
- SMEs and startups established in an EU Member State, Iceland, Israel, Norway, Switzerland, Türkiye or the United Kingdom.
- Foundations can apply only if they qualify as an SME under the EU definition.
- SMEs that received funding in previous Innowwide calls can apply again if they target a different country and propose a different innovative solution or a significantly different application of the same solution.
Who is not eligible
- Branches, departments, centres or offices without their own legal personality.
- Natural persons, including individual entrepreneurs and self-employed persons.
- Organisations subject to EU financial restrictive measures.
- Organisations that are bankrupt, in the process of being declared bankrupt, or undertaking in difficulty.
Eligible expenses
- Personnel.
- Subcontracting.
- Purchasing costs, including travel and subsistence, equipment depreciation, and other goods, works and services.
- Indirect costs calculated at a flat rate of 25% of total direct eligible costs, excluding subcontracting.
Selection criteria
- Excellence: projects objectives, ambitiousness and degree of innovation; competitive advantage; co-creation or technology adaptation; alignment with the SME’s overall business strategy. Threshold: 18/30.
- Impact: market size; impact on end user; market access and risk; societal, environmental, ethical and gender relevance within the frame of the Sustainable Development Goals. Threshold: 24/40.
- Quality and efficiency of implementation: capacity and role of the applicant SME and the main subcontractor; availability of resources required; realistic and clearly defined project management and planning; reasonable cost structure. Threshold: 18/30.
- For equal scores close to the threshold, priority is given first to Impact, then Excellence, then gender balance among team members, and then geographical diversity from underrepresented applicant countries.
How to apply
- Register on https://eureka.smartsimple.ie/ or log in with your existing account.
- Complete the application form in English.
- After completing the project description, invite your main subcontractor to sign a commitment on the platform.
- Upload the workplan using the mandatory template.
- Submit the completed application electronically before the call deadline.
Processing and Agreement
- Applications are reviewed for completeness and eligibility before results are communicated to applicants.
- The top 105 proposals after remote evaluation progress to the independent evaluation panel and ethics review.
- The Governing Board approves the final ranking list, which is then published on the website.
- The first 70 successful SME market feasibility project coordinators receive a Grant Agreement to sign; reserve-list applicants may be offered a contract if budget remains available.
- If the final report is not acceptable, additional information may be requested within one month; if it remains insufficient, the grant may be reduced or the project declared withdrawn and pre-financing repaid.
