Overview
InnovEnSol provides up to $1,000,000 per field-scale demonstration trial (covering up to 75% of eligible costs) to help Québec organizations test innovative green technologies for the decontamination of soils and/or groundwater. Eligible activities include in situ or ex situ demonstration work and the related professional services for preparing and monitoring the trial within the targeted test area.
Activities funded
- Field-scale demonstration trials to decontaminate soils and/or groundwater using innovative (new or rarely used in Québec) remediation technologies or processes.
- Field-scale demonstration trials to remediate soils and/or groundwater contaminated with hard-to-treat, emerging, or poorly served contaminants in Québec (e.g., metals and metalloids).
- Demonstration projects that apply innovative approaches to reduce treatment time or overall remediation costs for soil and/or groundwater rehabilitation.
- Demonstration projects that use innovative methods to reach contamination in complex-access contexts (e.g., horizontal injection or directional drilling) for in situ or ex situ treatment.
- Demonstration trials integrating sustainable rehabilitation features, such as using non-fossil energy sources or innovations that reduce energy consumption or optimize management of treatment discharges.
Eligibility
- The applicant must be a legally registered private company in Québec (or an eligible municipal body, research chair, or educational institution active in the contaminated sites sector).
- The project must be a field-scale demonstration trial for the decontamination of soil and/or groundwater.
- The demonstration trial must comply with Québec laws and regulations.
- The project must enable in situ or ex situ treatment that limits or corrects environmental damage.
- The project must test at least one innovative element (new or little-used in Québec) related to the decontamination approach, contaminants addressed, or sustainable rehabilitation/climate considerations.

Eligible expenses
- Professional services required to prepare the demonstration trial (e.g., planning and documentation).
- Professional services required to monitor/supervise the demonstration trial work (oversight and follow-up).
- Eligible work costs limited to the area covered by the demonstration trial.
- Contingency costs (as part of eligible expenses, within the 75% cap).
- Administrative costs (as part of eligible expenses, within the 75% cap).

Selection criteria
- Projects are reviewed in the order applications are received (first-come, first-served).
- The Ministry verifies that the project meets the program’s eligibility requirements.
- The Ministry verifies that the applicant is eligible for the program.
- Projects are accepted until the program’s allocated budget is exhausted.
How to apply

Verify applicant eligibility
- Confirm your organization is legally registered in Québec (private business, municipal body, research chair, or educational institution)
- Ensure your project is in the contaminated sites sector and involves a field-scale demonstration trial

Confirm trial eligibility criteria
- Ensure the trial complies with Québec laws and regulations
- Plan in situ or ex situ treatment for contaminated soils and/or groundwater to limit or correct environmental damage
- Include at least one innovative element to be tested at field scale

Define the innovative approach
- Describe the innovative element(s) applied in Québec in at least one category: technological innovation, contamination, or sustainable rehabilitation/climate
- Consider typical scope: generally up to 10% of total soil volume to be treated, to a maximum of 500 m3 per trial, unless approved by the Ministry

Prepare the project budget
- Identify eligible professional services for preparing and monitoring the demonstration trial
- Identify eligible works limited to the sector covered by the trial
- Plan funding request: up to 75% of eligible expenses, maximum $1,000,000 per trial (including contingency and administration fees)

Complete the application form
- Complete the financial assistance application form (Excel) intended for this program
- Ensure the request describes how the demonstration trial highlights an innovative element

Submit the application by email
- Email the completed application to the Ministry at innovensol@environnement.gouv.qc.ca
- Applications can be submitted at any time; multiple applications are allowed

Await eligibility review
- Projects are reviewed in the order applications are received
- The Ministry verifies eligibility criteria and applicant eligibility
- Projects are accepted until the program budget is exhausted
Additional information
- A single applicant may submit more than one application under the program.
- Field-scale demonstration trials generally cover up to 10% of the total volume to be treated, with a usual maximum of 500 m³ of soil per trial; exceptions may be approved by the Ministry.
- The application must explain how the proposed demonstration trial includes an innovative element (for Québec) aligned with the program’s innovation categories.
- The program provides examples of previously funded projects (e.g., activated carbon injection, phytoremediation, enzyme-based treatment, phosphorylated lignocellulosic fibers) as illustrations of the types of demonstrations supported.
