- Applicants not discharged from bankruptcy.

- Applicants with outstanding amounts owed to the City of Québec.
- Projects that are discriminatory, controversial, or likely to create negative public image for the City of Québec.

- General and administrative costs needed to carry out the project.
Ineligible Costs and Activities
- Regular operating costs.
- Charity activities and volunteer compensation.
- Debt payments and repayment of existing loans.
- Costs incurred before a substantially complete and compliant application is filed.
- Expenses related to relocating business activity outside the Québec Agglomeration, unless the City agrees in writing.
- Recoverable GST and QST.
