Who is eligible?

  • Incorporated private companies.
  • Social economy organizations such as non-profits and cooperatives with mostly commercial activities.
  • Individually owned businesses and partnerships majority-owned by Indigenous people in Wendake.

Who is not eligible

  • Social economy organizations that cannot demonstrate sound democratic governance.
  • Applicants not discharged from bankruptcy.
  • Organizations listed in the Register of enterprises ineligible for public contracts.
  • Applicants with outstanding amounts owed to the City of Québec.
  • Projects that are discriminatory, controversial, or likely to create negative public image for the City of Québec.

Eligible expenses

  • Professional fees, consulting services, and studies.
  • Building works, including renovation, expansion, construction, and leasehold improvements.
  • Land or building acquisition.
  • General and administrative costs needed to carry out the project.

Ineligible Costs and Activities

  • Regular operating costs.
  • Charity activities and volunteer compensation.
  • Debt payments and repayment of existing loans.
  • Costs incurred before a substantially complete and compliant application is filed.
  • Expenses related to relocating business activity outside the Québec Agglomeration, unless the City agrees in writing.
  • Recoverable GST and QST.
