Who is eligible?

  • Canadian-controlled companies.
  • Companies with their head office in Canada.
  • Companies that operate in the film, television, or digital media sectors.

Eligible expenses

  • Programming: staff salaries and benefits, consultant or programmer fees or remuneration, screening or licensing fees, travel and accommodation, honoraria or fees for invited talent and/or speakers.
  • Communications and promotion: staff salaries and benefits, advertising, Internet and bandwidth enhancements, translation or proofreading of promotional material, consultant fees, promotional material, digital and social media, website management and redesign.
  • Production: staff salaries and benefits, freelancers, contract labor, technical crew and other consultants, permits, venue, equipment and vehicle rentals, networking activities, prizes and awards, catering or food services, insurance, waste management, source reduction and reuse, translators, video description, ASL and LSQ interpreters, and other accessibility-related expenses.
  • Administration: direct and reasonable costs related to the activity's administrative expenses, including rent, staff salaries, equipment rental and other maintenance costs, when they are prorated and directly related to the funded activity.

Ineligible Costs and Activities

  • Activities focused on career development, mentoring, professional development or skills building.
  • Activities that take place only during the dates of a film festival, are organized by the same organization as the festival, and for which the festival received funding under the listed festival programs.
  • The purchase of goods or equipment.
  • Depreciation expenses.
  • Activities that are at the research or development stage.

Selection criteria

  • The scope, depth and relevance of the information provided in the application.
  • The quality and reach of the activity, including the team's expertise, regional, national or international impact, and confirmed partnerships.
  • Alignment with the Program's objectives and demonstrated promotion of Canadian content and talent.
  • The applicant's ability to carry out the proposed activity, as well as its track record of meeting contractual obligations, including submitting reports on time.
  • The portfolio must be fair and balanced in terms of regional representation and diversity of voices; Telefilm may also prioritize in-person or hybrid formats, jury-based ceremonies, initiatives focused on the Canadian film industry, and activities highlighting works by underrepresented creators, while assessing the feasibility of allocating up to one third to activities in French.

How to apply

  • Submit the application during the Program's open period.
  • Submit the application at least three months before the activity start date.
  • Submit the application online through Dialogue.
  • Attach the documents identified in the list of required documents.
  • Submit a separate application for each activity.

Processing and Agreement

  • Applications are assessed according to the scope, depth and relevance of the information provided in the application.
  • Telefilm's financial contribution is determined based on available funds and the criteria applicable to each type of activity.
  • Funding remains conditional on continued compliance with eligibility and assessment criteria, as well as the availability of funds.
  • Telefilm may reduce its funding after reviewing the final cost reports submitted by applicants.

  • Acceptance of and compliance with Telefilm's Code of Conduct for Business Partners are mandatory for all applicants.
  • Information provided, obtained, created or communicated in connection with the application is subject to the Access to Information Act and the Privacy Act.
  • Telefilm reserves the right to amend its guidelines and application forms as needed.
  • Official deadline discrepancy (checked October 1, 2026): the French page and calendar show February 17, 2027 at 11:59 p.m. EST, while the English page shows February 16. Confirm with Telefilm and plan to submit by February 16. Applications opened June 2, 2026, subject to available funds.
