The policy further specifies that the lease rate is set from the City’s borrowing cost applied to the serviced-land selling price, using the shorter of a 10-year term or the remaining lease term, and that the purchase option may be exercised any time during the lease after completion of a qualifying building foundation, at the selling price in effect when the lease agreement was entered into.
