Who is eligible?
- Industrial property owners

- Projects completed before adoption of the Industrial CIP
- Applicants without required owner consent, where applicable
- Applicants whose property is not in good standing on municipal accounts
Eligible expenses
- Site preparation and infrastructure works, including demolition, grading, excavation, utilities, roads, drainage, water and wastewater services
- Construction, renovation, rehabilitation, and adaptive reuse of industrial buildings
- Site improvements such as landscaping, streetscaping, parking, and energy efficiency upgrades
- Environmental site assessment and remediation
- Technology, innovation, and advanced manufacturing-related investments
Ineligible Costs and Activities
- Construction financing and long-term debt interest
- Freight costs
- Permitting and approvals
- Labor costs performed by the applicant or owner

- All lands within the Town of Greater Napanee
Selection criteria
- Alignment with the plan’s goals and objectives.
- Likelihood that the project will proceed and create industrial development.
- Project size, jobs created, and investment level may influence incentive levels.
- Applications are assessed on their merits by Town staff and Council.
How to apply
- Step 1: Contact the Planning Department
- Request assistance before starting the application.
- Step 2: Prepare the application
- Complete the application form.
- Gather the required supporting documentation.
- Step 3: Submit the application
- Submit the form and all supporting documents to the Planning Department.
- Step 4: Town review and approval
- The Town reviews the application and may provide approval-in-principle.
- If approved, a grant agreement and by-law are completed.
Processing and Agreement
- Applications are reviewed by Town staff and then recommended to Council or Council’s designate.
- Eligible approvals are confirmed by by-law and require a grant agreement.
- For TIEG applications, the Town may first issue an approval-in-principle.
- Funding is paid only after project completion and required conditions are met.
- Applications are processed on a first come, first served basis, subject to available funding.
Additional information
- The program includes two incentive streams: a Tax Increment Equivalent Grant and a Development Charges Rebate.
- Council may activate, deactivate, or discontinue programs without amending the plan.
- Industrial CIP agreements may be registered against the land.
- County participation may be considered on a case-by-case basis for the municipal tax incentive.
