- Indigenous communities not signatory to the northern conventions
- Organizations mandated to represent Indigenous nations or communities
- Indigenous businesses and entrepreneurs

- Applicants eligible under the Indigenous Mining Funds Assistance Program
- Ministries and budgetary organizations
- Applicants registered in the RENA public contracts registry
- Applicants in bankruptcy or insolvency proceedings
- Applicants that do not meet the required integrity standards

- Professional external fees
- Internal salaries and benefits, subject to the program rate
- Equipment, supplies, purchase or rental costs, including setup and mobilization
- Travel expenses
- Registration fees for mining events or training

- Construction work costs

- Taxes, including GST, QST, and refundable tax portions
- Expenses for subcontractors registered in the RENA registry
- External services without quotes

Processing and Agreement
- Applications are first checked for admissibility by the ministry.
- Eligible applications are reviewed by a selection committee.

Additional information
- Applications are processed on a first-come, first-served basis until available funding is exhausted.
- A project can be funded more than once only if each application concerns a distinct project.
- For projects over $50,000, an interim report is required before the final payment.
- For projects of $25,000 or more, an audited financial report is required.
