- Applicants whose work duplicates existing WorkBC or ISET services
- Organizations seeking support for costs already covered by ISET or WorkBC

- Consulting and professional fees
- Wages or salaries for new hires
- Community engagement, surveys, and data collection
- Knowledge Keepers, Elders, mentorships, and speakers
- Project supplies, materials, software, equipment, marketing, venue, catering, and transportation assistance

- Existing administrative and overhead costs
- Salaries or honoraria for existing staff
- Capital expenditures unrelated to the project
- Training or services already provided by ISET or WorkBC
