  • The organization’s general by-laws and letters patent, plus the most recent financial statement and annual report if the organization is already operating

  • Employee costs for the organization’s basic operations
  • Costs associated with the achievement of the organization’s overall mission
  • Costs associated with preparing and producing financial documents and other reports required to comply with the financial agreement signed with the SAA
  • General costs associated with use of a building, office equipment, technological and digital infrastructure, and infrastructure upkeep

Ineligible Costs and Activities

  • Expenditures to erase an accumulated deficit
  • Expenditures for the purchase and renovation of buildings and premises
  • Land purchases

Selection criteria

  • Quality of the organization’s action plan and its relevance to its mission
  • Size of the organization, the area it covers, and the scope of its mission
  • The remoteness factor and the cost of living
  • The organization’s management capability and the appropriateness of its organizational structure
  • The organization’s interaction in its environment, diversity of funding sources, and financial situation, including its debt ratio and unrestricted net assets

How to apply

  • Step 1: Prepare the application
    • Describe the organization’s mission, action plan, and budget.
    • Gather the required legal and financial information.
  • Step 2: Submit to the Secretariat
    • Send the complete application to the Secrétariat before the deadline.
  • Step 3: Review and decision
    • The Secretariat reviews eligibility and completeness.
    • Additional sectoral review may be requested if needed.
    • Receive an acceptance or refusal letter.
  • Step 4: Agreement and funding
    • If approved, sign the funding agreement when required.
    • Funding is then paid according to the program rules.

Processing and Agreement

  • Applications may be sent to the relevant government departments and agencies for sectoral review in terms of relevance, feasibility, and funding
  • Applications are reviewed on the basis of the government’s sectoral responsibilities that are relevant to the organization’s mission
  • Funding of more than $25,000 will be formalized in a funding agreement that may not exceed five government fiscal years
  • An organization that receives a grant of more than $25,000 must, as a minimum, provide an annual report in compliance with the provisions of the financial agreement
  • The report must be submitted with the organization’s financial statements showing, in detail, the origin and amount of all funding received from public sources
