- Costs incurred before the Investment Agreement is signed
- Over-market costs
- Overhead, general training, and unrelated professional fees

- Projects or activities outside the approved project scope

- Applications are reviewed after Intake Form submission.
- Internal staff and external reviewers assess the application.
- Selected applicants may be invited to submit a Detailed Proposal.

- Approved applicants must sign an Investment Agreement before funding is released.
