Eligibility
Who is eligible?
- Researchers holding a PhD can apply.
- Researchers with no more than eight years of full-time equivalent research experience can apply.
- A host organisation can be a university, research institution, business, SME or other organisation based in an EU member state or Horizon Europe associated country.
Who is not eligible
- You must not have resided or carried out your main activity (work, studies, etc.) in the country of the beneficiary, or the host organisation for the outgoing phase, for more than 12 months in the 36 months immediately before the call deadline.
Eligible expenses
- Salary costs of the doctoral candidate.
- Research, training and networking costs and overall management of the project.

Selection criteria
- Proposals must meet the call’s award criteria.
- Some calls use balanced portfolio selection.
- Some topics apply thresholds and ranking by area.
How to apply
- Register on the Portal for an EU Login account.
- Make sure all participants are registered in the Participant Register and have their 9-digit Participant Identification Code (PIC).
- Launch the Submission wizard and enter information for the Administrative Forms (application form Part A).
- Upload Part B (Technical Description) and annexes and supporting documents in Step 5 of the wizard.
- Submit your proposal online using the Portal Submission System before the call deadline.
Processing and Agreement
- Applications are checked for admissibility and eligibility.
- Proposals are evaluated under the call’s award criteria and procedures.
- Successful applicants receive a grant agreement.
- Projects are then managed under the applicable grant system.
