Horizon Europe guarantee deadlines updated
The Horizon Europe guarantee guidance now includes a final application deadline of 27 November 2025 at 4pm UK time, plus closing dates for eligible calls in the UKRI Funding Service and Innovation Funding Service. It also states which late applications may still be accepted, including success notifications on or before 27 August 2025 and a minimum three-month window for notifications after that date. The guidance has been expanded with new eligibility and process details for calls that are not covered by the EU guarantee, including IHI call 11 topics 2 to 5 and IHI call 12 topic 4, as well as rules for existing guarantee grant holders and mixed appropriation calls.

- A host organisation can be a university, research institution, business, SME or other organisation based in an EU member state or Horizon Europe associated country.
Who is not eligible
- Legal entities established in China for Innovation Actions
- Chinese universities linked to the Ministry of Industry and Information Technology
- Entities subject to EU restrictive measures
- Legal entities established in Russia, Belarus, or non-government-controlled territories of Ukraine

How to apply
- Study the call documentation, including the related documents and standard templates available on the Topic page.
- Before submission, register on the Portal for an EU Login account.
- Get a PIC number (Participant Register).
- Launch the Submission wizard.
- Pre-register your draft proposal, then list participants and contact persons.
- Fill in the Administrative Forms (Part A), upload the Technical Description (Part B), and submit your proposal online using the Portal Submission System before the call deadline.
