Eligibility

Who is eligible?

  • Families or individuals who are legally authorized to reside in Canada and are Canadian citizens, permanent residents, refugee claimants, or refugees.

Who is not eligible

  • SAR applicants who are serving a non-compliance penalty.

Eligible expenses

  • Imminent or current homelessness
  • At risk of eviction for non-payment of rent
  • Imminent or current hydro, fuel, or water service disconnection
  • Equipment rental and utility deposits if required to obtain new utility service
  • Other emergency expenses that may be approved if required to ensure housing stability

Ineligible Costs and Activities

  • Reimbursement payments for moving or repair costs.
  • Last month’s rent in the Cornwall OW/ODSP form.
  • Insurance deductibles for home repairs.
  • Equipment replacement instead of repair.
  • Rental properties for minor home repair funding.

How to apply

  • Fill out the correct application form and submit it with your documents.
  • If you receive Ontario Works or ODSP, use the OW/ODSP application form.
  • If you do not receive Ontario Works or ODSP, use the non-Social Assistance Recipients application form.
  • Submit the completed application by mail, email, fax, or drop it off at the office.
  • You can also pick up a paper application at the Housing Access Centre or Ontario Works office.

Processing and Agreement

  • The application is reviewed after submission for eligibility and required documents.
  • A case manager may contact the applicant or request a meeting.
  • The decision is issued within 4 business days.
  • Applicants are informed of the outcome by the program.
  • If approved, payment is made directly to the service provider.

Additional information

  • Eligible applicants may be placed on a waiting list until space becomes available.
  • Applicants must remain engaged in finding long term housing options and commit to a social contract.
  • Monthly financial contribution towards stay is required.
