Overview

HomeEnergySaver provides Ontario homeowners with electrically heated homes in eligible areas up to **$10,000** to support energy-efficient heating and cooling upgrades. Eligible activities include the purchase and installation of a **new** NRCan-qualified cold climate air source or ground source heat pump (and, with a verified heat pump installation, a **$75** smart thermostat).

  • Purchase and installation of a new air source (cold climate) heat pump in an eligible electrically heated home.
  • Purchase and installation of a new ground source heat pump in an eligible electrically heated home.
  • Installation of a smart thermostat alongside a verified heat pump installation.

Eligibility

  • The applicant must be an Ontario homeowner with an electrically heated home.
  • The home must be located in an eligible postal code area.
  • The applicant must own the home.
  • The home type must be eligible (single family, semi-detached, duplex, row/townhouse, or an apartment/condo unit in a building 3 storeys or shorter).
  • The project must be a new heat pump purchase and installation completed by a program-verified contractor, using an NRCan-qualified cold climate air source or ground source heat pump.

Who is not eligible

  • Businesses (program intended for residential homeowners in Ontario, not for organizations).
  • Businesses wishing to finance the replacement of an existing heat pump system (the program only targets new installations).
  • Businesses located outside of eligible areas (non-eligible postal codes; program offered only in targeted areas).
  • Businesses with buildings constructed after February 26, 2024 (not eligible according to program rules).
  • Businesses whose primary heating is not electric (the program targets buildings with electric heating).

Eligible expenses

  • Purchase and installation of a new heat pump (cold climate air source heat pump or ground source heat pump).
  • Purchase and installation of a smart thermostat, when installed at the same time as the heat pump.

Eligible geographic areas

  • Ontario — homes located in eligible postal code areas (including: Barrie/Muskoka; Elmira; Kenora; Kingston Area; Mississauga/Brampton; Niagara Region; Ottawa; Pembroke Area; Peterborough/Belleville; Southern Huron Perth; Toronto; Waubaushene; Windsor Essex; York Region).

How to apply

Submit pre-installation form

  • Complete the pre-installation form before installing the heat pump
  • Use the application checklist to prepare the required information
  • Wait for program approval and follow the instructions provided

Install the heat pump

  • Schedule installation with your program-verified contractor
  • Install the heat pump as a new installation capable of year-round operation
  • If claiming it, install the smart thermostat at the same time as the heat pump

Submit post-installation form

  • Submit the post-installation form within 90 days of installation
  • Attach supporting documents (e.g., final invoice)
  • Use the application checklist to ensure a complete submission

Respond to missing documents

  • If your application is incomplete, provide missing/correct documents within 10 business days
  • Upload documents to the participant portal or email info@hesprogram.ca for assistance

Receive incentive payment

  • Wait for approval of the post-installation submission
  • Receive notice of when to expect the incentive payment

Additional information

  • Enrollment for the HomeEnergySaver program is now closed; heat pump incentives are now available through the Home Renovation Savings Program.
  • Participants are limited to one heat pump incentive and one smart thermostat incentive per home.
  • Incomplete applications may be updated within 10 business days after being deemed incomplete.
  • Incentives may be stacked with other programs, provided the total incentives received do not exceed the project’s total cost.
