Eligibility

Who is eligible?

  • Owners of individually designated heritage properties in Windsor.

Who is not eligible

  • Properties owned by federal, provincial, or municipal government agencies.
  • Properties with contraventions, work orders, outstanding municipal fines, arrears, or tax fees or penalties.

Eligible expenses

  • Costs of eligible heritage work, including materials and repairs needed to restore, preserve, rehabilitate, and stabilize heritage attributes.

Ineligible Costs and Activities

  • Routine maintenance or repair not related to heritage status.
  • Work that reduces the heritage character of the property.
  • Work that causes deterioration of the property.

Selection criteria

  • Alignment of the proposed work with program eligibility requirements.
  • Review of proposed expenses and completed work by City Planning.
  • Review of expenses by City Finance.

How to apply

  • Step 1: Submit the project proposal before August 31
    • Send the Project Proposal Application and supporting documents to the City, by email if desired.
    • Include photos, work details, plans if relevant, and cost estimates.
  • Step 2: Await proposal review and approval
    • The Heritage Planner reviews the proposal.
    • If the proposed tax reduction over three years is more than $20,000, committee and Council approval are required.
    • If approved, a statement of eligible work is issued.
  • Step 3: Complete the work
    • Carry out the approved eligible work.
    • Keep records and photos of the completed work.
  • Step 4: Submit the final application before the end of February
    • File the Heritage Property Tax Reduction Application Form with required supporting documents.
    • Include proof of insurance, paid invoices, and the Maintenance & Preservation Agreement if required.
  • Step 5: Final review and tax reduction decision
    • City Planning and City Finance review the completed work and expenses.
    • If approved, the tax reduction is issued and applied to the property tax account.

Processing and Agreement

  • Step 1 proposal is reviewed by the Heritage Planner.
  • Applications above $20,000 over three years require committee and Council approval.
  • Step 2 expenses and completed work are reviewed by City Planning and City Finance.
  • Approved applicants receive the tax reduction after review and inspection.
