Eligibility

Who is eligible?

  • Municipalités régionales de comté (MRC)
  • Territories equivalent to an MRC exercising certain MRC powers
  • Local municipalities in the Québec or Montréal agglomerations, outside an MRC or agglomeration, or receiving a responsibility transfer under article 165 of the Loi sur le patrimoine culturel
  • Organizations equivalent to an MRC and/or competent for regional development in Nord-du-Québec, except First Nations and Inuit governments and territories
  • Owners of classified movable or immovable heritage, owners of heritage buildings in classified or declared heritage sites, and certain education or health and social services network organizations for sub-volet 4.3

Who is not eligible

  • The cities of Montréal and Québec, except for sub-volet 4.3
  • Local municipalities that do not fall into one of the eligible categories, except for sub-volet 4.3
  • Territorial entities not governed by the Cities and Towns Act or the Municipal Code of Québec
  • Paramunicipal organizations, except eligible classified properties under sub-volet 4.3, and organizations whose cultural infrastructures are eligible under Aide aux immobilisations
  • Applicants in litigation with the Government of Quebec, in default, bankrupt or insolvent, listed in the Register of Enterprises ineligible for public contracts, the Musée des beaux-arts de Montréal, government-owned classified properties, government organizations listed in schedules 1, 2 and 3 of the Financial Administration Act, and applicants that do not meet the required integrity standards

Eligible expenses

  • Professional fees, including architecture, engineering, and other professional or technical contracts
  • Studies, research, writing, graphic design, linguistic revision, and dissemination
  • Restoration and preservation works, urgent and corrective work, maintenance, interior character elements, and eligible archaeological interventions
  • Transport, storage, restoration, and preservation of eligible movable heritage, plus materials used by owners under the stated conditions
  • Eligible equipment needed for the action, non-reimbursed QST/GST/HST, and external audit costs tied to final accountability

Ineligible Costs and Activities

  • Costs incurred before the signature of the announcement letter, or before the date on the announcement letter for the carnet de santé
  • Work carried out without the Minister’s authorization under the Loi sur le patrimoine culturel
  • Renovation, expansion, new construction, building mechanical systems, contemporary or non-heritage components, insulation for energy efficiency, and requalification of a heritage property
  • Legal fees, insurance costs, salaries, current management costs, administration costs, internal-work costs, and grant-application costs
  • Works already funded by other Ministry programs or organismes, and projects financed under other listed excluded programs or by ineligible public-contract suppliers

Selection criteria

  • Projects are prioritized based on available budgets and the number of applications received.
  • MRCs with a negative economic vitality index receive priority.
  • First partnership agreements with the Ministry are prioritized.
  • Realistic intervention plans and schedules, especially those not exceeding three years, are prioritized.
  • For sub-volet 4.3, priority is based on the urgency and scope of the works, and on the realism of the financing plan and timeline.

How to apply

  • Fill out the Formulaire de demande initiale and submit it to the regional office responsible for your territory.
  • If your application is admissible, complete the Formulaire de demande et de reddition de comptes and the final intervention plan.
  • Submit the final application with the required documents to the regional office.
  • Wait for the Ministry’s decision, which is issued after the final evaluation.

Processing and Agreement

  • Initial applications are reviewed for admissibility, and ineligible or incomplete applications may be refused.
  • Eligible applications are prioritized, and selected applicants are invited to file the final application and intervention plan.
  • After the final review, the Ministry issues an announcement or refusal letter and may visit the property during the process.
  • Funding is paid according to the agreement term, and annual and final accountability reports are required.
  • For ententes of 250 k$ or more, an audit on the use of the subvention is required.
