Overview

Hazard Assistance and Resilience Program (HARP) provides disaster recovery financial assistance to eligible small businesses in Alberta through the Alberta Emergency Management Agency. It helps cover uninsurable losses after approved disasters and supports restoration of essential property and infrastructure. Eligible supports may include pre-impact preparations, pet-protection activities, financial counselling costs, and psychosocial counselling costs.

Activities funded

  • Pre-impact preparations based on a warning or forecast of an impending natural hazard from a qualified professional or authorized authority.
  • Activities to protect the life and safety of pets and other domestic animals.

Documents Needed

  • Most recent T1 general personal tax return(s) for the owner(s), statement of business activities, and schedule(s) T2125 if completed.
  • For agricultural operations: most recent statement of farming activities, schedule(s) T2042, T1163 or T1164, and T1273 or T1274.
  • Most recent notice(s) of assessment from the Canada Revenue Agency for both personal and corporate returns.
  • The most recent property tax notice of assessment if the business owns the land or building, and an inventory of lost or damaged items including photos of discarded items.
  • Two quotes for repairs or replacement over $10,000; copy of the lease/rental agreement if the property was leased; and, if incorporated, the most recent corporate registry annual return, T2 corporate tax return with schedules 100 and 125, any statement of real estate activities, and Schedule(s) T776.

Ineligible Costs and Activities

  • Hobby businesses.

How to apply

  • AEMA will notify the LA if a HARP is approved.
  • The LA is responsible for notifying residents that a HARP has been approved.
  • The application period is open for 90 days once HARP is established.
  • After program approval, submit a HARP Statement of Loss and Damage.
  • Download the form from the HARP website and submit it by email at harp.info@gov.ab.ca.
  • Check the HARP property search website to see if your property address has received assistance in the past.

Processing and Agreement

  • Upon submission, an AEMA Case Manager will contact you.
  • Your Case Manager will advise you of your eligibility once your application has been reviewed.
  • Once a property address has received assistance under HARP, it will be listed on the HARP website.

Additional information

  • HARP replaced the Disaster Recovery Program and the Municipal Wildfire Assistance Program.
  • The program is administered by the Alberta Emergency Management Agency (AEMA).
  • The HARP application form is made available in different major languages.
