- Temporary activities on life safety, essential needs, stabilizing incidents, and limiting damage during a disaster.
- Life safety and response activities such as evacuation, hazard containment or incident stabilization, re-establishing safe access routes, temporary operation of essential infrastructure, volunteer coordination, initial damage and impact assessments, and response coordination.
- Debris management for the recovery and reconstruction period.
- Repair or replacement of public sector equipment or property, and restoration of public spaces and infrastructure.

Who is eligible?
- Local Authorities (LAs).
Eligible expenses
- Pre-impact preparations based on a forecast of a natural hazard from a qualified professional or authorized authority.
- Emergency supports and services; emergency medical assistance.
- Debris management activities for the recovery and reconstruction period.
- Repair or replacement of public sector equipment or property to a functional condition; repair or restoration of public spaces and infrastructure.
- Mental health and psychosocial supports; financial counselling; reducing barriers to access; targeted and temporary supports; transition planning; temporary housing; community recovery planning; post-disaster lessons learned reports.
Ineligible Costs and Activities
- Insured or insurable assets, including under-insured assets and insurance deductibles.
- Regular operation or maintenance costs; intra-governmental fees, payments or costs; taxes or profits, including sales taxes; interest payments or late fees.
- Damage awards and associated legal fees; loss of opportunity or income.
- Costs outside the disaster period or geographic area.
- Assistance beyond program stacking limits; GST is not reimbursed for public sector applicants.
Eligible geographic areas
- Outside of Alberta's Forest Protection Area (FPA).
How to apply
- Apply to AEMA within 30 days of the disaster end date.
- Obtain the application form through AEMA Field officers, recovery coordinators, or online on the HARP website.
- Email the completed form to harp.info@gov.ab.ca.
Processing and Agreement
- Applications are reviewed based on program criteria and eligibility, with AEMA making a recommendation of approval or denial to the Minister.
- Upon submission, an AEMA case manager will contact the applicant.

- HARP replaced the Disaster Recovery Program (DRP) and the Municipal Wildfire Assistance Program (MWAP) in 2025, creating a single framework for disaster assistance and resilience-building.
