Guidance grants

• Completed financing application form
• Board resolution authorizing the project lead to submit the application and sign all related documents, including the agreement
• Responsible business model duly completed
• Consultant quote
• Financial statements for the last three completed fiscal years, if applicable, including an income statement and balance sheet

Who is eligible?

• Private incorporated businesses
• Indigenous majority-owned sole proprietorships and partnerships located in Wendake
• Social economy enterprises (non-profits and cooperatives) with mostly commercial activities
• Businesses in the program’s eligible sectors
• Commercial urban agriculture property owners

Who is not eligible

• Social economy organizations that cannot demonstrate sound democratic governance
• Foundations
• Applicants not discharged from bankruptcy
• Businesses listed on the Register of Enterprises Ineligible for Public Contracts
• Applicants with outstanding amounts owed to the City of Québec

• Professional fees
• Consulting services
• Studies

Ineligible Costs and Activities

• Regular operating expenses for a private business or a social economy enterprise that mainly carries out commercial activities
• Charitable activities, volunteer resources, debt payment, or repayment of existing loans
• Replacement of government support or existing programs
• Expenses incurred or committed before the date a substantially complete and compliant application file is submitted
• Expenses to relocate a business or part of its production outside the Agglomeration of Québec without the Ville de Québec’s written consent, and the portion of GST and QST recovered from governments

Eligible geographic areas

• Agglomeration of Québec (Québec City, Saint-Augustin-de-Desmaures and L’Ancienne-Lorette)
• Wendake

• Quality and solidity of the responsible business model
• Distinctive and innovative character of the project, and the relevance and market positioning of the products or services
• Viability and coherence of the project, including the realism of the financial structure and partners involved
• Organizational and financial capacity of the applicant to complete the project and achieve its objectives
• Economic, social and environmental benefits in the Agglomeration of Québec, and demonstration of the need for financial assistance

• Fill out the financing application form for the Bons d’accompagnement vers la croissance stream.
• Complete the required supporting documents listed in the form.
• Send all required documents in PDF format to degp@ville.quebec.qc.ca using the subject line Nom du requérant – VISION.

• An acknowledgement of receipt is sent to the applicant.
• Any incomplete application or application that does not respect the required document formats is deemed inadmissible.
• The Ville de Québec does not commit to retaining all projects or granting all requested amounts.
• Final decisions are confirmed only after approval by the City’s decision-making authorities.

• The consultant may be chosen by the business, but the mandate must be approved by the Ville de Québec before the contract is signed.
• Submitted documents are used only for file analysis, and the City ensures the confidentiality of the financial assistance application process.
• Applicants must sign a consent allowing the Service du développement économique et des grands projets to obtain and exchange credit or personal information relevant to solvency assessment and file review.
