Eligibility
Who is eligible?
- Incorporated private companies.
- Duly registered sole proprietorships and general partnerships majority-owned by Indigenous people and located in Wendake.
- Social economy enterprises (non-profits and co-ops) carrying out mostly commercial activities, including those in all sectors except retail and restaurants when they have more than 40% autonomous income.
- Businesses in the eligible sectors: agro-food, food processing and healthy foods; digital arts and interactive entertainment, financial technologies, artificial intelligence, smart city, and other digital products and technologies excluding services and consulting; manufacturing, materials, industrial processing, robotics and Industry 4.0; optics-photonics, measurement and control technologies, advanced electronics; life sciences, biotechnology, health technologies; and clean technologies.
- Property owners for commercial urban agriculture projects.
Who is not eligible
- Social economy enterprises (non-profits and co-ops) that do not prove sound democratic governance.
- Foundations.
- Applicants not discharged from a bankruptcy judgment.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Applicants that defaulted on obligations linked to previous City of Québec financial assistance in the two years before the application after formal notice, applicants with amounts outstanding to the City of Québec, and organizations that do not meet the high integrity requirements expected of recipients of public funds.
Eligible expenses
- Professional fees, consulting services, and studies.
Ineligible Costs and Activities
- Regular operating expenses for private companies or social economy enterprises carrying out mostly commercial activities.
- Charitable activities and payment of volunteer resources.
- Payment of debt or repayment of existing loans.
- Replacement of government support or existing programs; expenses incurred or completed before the date of submission of the substantially complete and compliant application file; and the recoverable portion of GST and QST.
- Expenses intended to move a company or part of its production outside the Québec agglomeration, unless the City of Québec agrees in writing.

- Project viability and coherence, including the realism of the financial structure.
- Organizational management capacity, including relevant expertise and experience to carry out the project.
- Financial capacity to complete the project and achieve its objectives, and demonstration of the need for financial assistance, including the remuneration levels of key executives.

Processing and Agreement
- The consulting mandate must be approved by the Ville de Québec before the contract is signed.
- If the company leaves the territory or ceases its activities, repayment clauses apply according to the date of the event.
- If the applicant owes amounts to the Ville, the sums due will be deducted from the financial assistance during payments.
