  • For-profit organizations as lead applicants
  • Academic institutions as lead applicants
  • Municipalities that have already received funding for one Urban forestry plan or study
  • Projects led without a municipal partnership when required

Eligible expenses

  • Application writing costs, up to $5,000
  • Administrative, communication, and permitting costs
  • Consultant and contractor fees
  • Staff remuneration for project work
  • Tools, equipment, travel, and supplies

Ineligible Costs and Activities

  • Costs incurred before the application is received, except eligible application writing costs
  • General overhead, office space, and regular business expenses
  • Legal fees
  • Hospitality, alcohol, prizes, entertainment, and promotional items
  • Costs for ineligible studies or broader environmental plans not focused on urban forests or trees

Processing and Agreement

  • Pre-applications are reviewed by a GMF representative, with a response expected within five business days.
  • Full applications are reviewed for accuracy and completeness by a GMF project officer.
  • Applications then go through external peer review and internal analysis.
  • GMF makes a funding recommendation to FCM’s Board of Directors.
  • FCM’s Board of Directors makes the final funding decision.

  • Quebec municipalities must follow MAMH approval steps.
  • Non-municipal applicants need a municipal partnership.
