Who is eligible?
- Canadian-registered not-for-profit organizations, including social/affordable housing providers and housing cooperatives
- Community groups
- Provincial, territorial, regional, and municipal governments, and their departments and agencies, as applicable
- Indigenous communities
- Indigenous for-profit and not-for-profit organizations and enterprises that are clearly owned and controlled by Indigenous groups
Who is not eligible
- Academic institutions
- Organizations selected under the previous MDT call
- Projects involving multiple housing providers submitting a joint application to meet the 100-unit threshold
Eligible expenses
- FEED studies and design costs
- Construction costs for large-scale home or housing unit retrofits
- Post-construction performance monitoring and reporting costs
Ineligible Costs and Activities
- Land purchases
- Reimbursable federal and provincial taxes
- In-kind costs
- Overhead above 15% of eligible expenditures

Selection criteria
- Additional points may be awarded for innovative or transformative envelope retrofits, larger project scale, higher annual energy reduction, 100% annual GHG reduction, integrated design process, and projects that meet the needs of Indigenous peoples and communities.
- Project proposals are evaluated on the project argument, team and partners, and implementation and risk.
- RNCan may apply regional balance, inclusion, diversity, equity and accessibility, and socio-economic considerations at final selection.
Processing and Agreement
- All selected applicants undergo a due diligence assessment covering project finances, technical risks, team strengths, and legal and regulatory considerations.
- RNCan may request additional information to complete the due diligence assessment.
- Applicants are informed whether they passed the due diligence assessment.
- Successful applicants are invited to work with RNCan to draft, sign, and execute a contribution agreement.
- No funding commitment or obligation exists until the contribution agreement is signed by both parties.
Additional information
- Up to six projects may be supported.
- Projects must be completed by March 31, 2028.
- Successful applicants will be publicly announced after contribution agreements are signed.
- Applicants may consent to share their proposal with other funding organizations.
