Eligibility
Who is eligible?
- Municipalities in Ontario with 100,000 people or fewer
- First Nation communities in Ontario with 100,000 people or fewer
- Local Services Boards that own and operate drinking water infrastructure
Who is not eligible
- Privately owned drinking water systems
- Projects funded by Indigenous Services Canada to address a boil water advisory
Eligible expenses
- Capital costs directly needed for the project
- Design and planning costs tied to a capital project
- Costs required to meet program requirements, such as climate lens assessments
- Community employment benefit plan costs, where applicable
Ineligible Costs and Activities
- Planning-only projects
- Costs incurred before federal approval
- Operational costs and regular maintenance
- Land acquisition and land leasing
- Costs for cancelled projects or projects on private land
- Staff salaries, overhead, financing charges, legal fees, and loan interest

Processing and Agreement
- Applications are reviewed by the province first.
- Additional information may be requested during assessment.
- Projects selected by the province are nominated to the federal government for review and approval.
- Applicants are notified of the federal decision once the ministry receives it.
- Successful applicants sign a transfer payment agreement before funding is provided.
