- Organizations, individuals, other levels of government, and other non-federal entities, public or private, including Indigenous and non-Indigenous.
- Applicants must have an interest in political and social development in the North.
Eligible expenses
- Expenses that CIRNAC considers reasonable and necessary to carry out approved core activities or projects.
- For core activities: staff training and other administrative costs.
- For projects: data collection, analysis and reporting.
- For core activities and projects: professional fees, communications, photocopying and printing, salaries and benefits, administrative service contracts, space rental, office equipment purchases or rentals, and travel including meals, accommodation and shipping.
- For northern infrastructure and housing priorities: planning, feasibility studies, research, consultation, construction, renovations, operational funding, infrastructure maintenance, transportation, community infrastructure, contracts, professional fees, personnel and administration.
- For the Urban, Rural and Northern Indigenous Housing Strategy: operating costs, professional and legal fees, facilities, equipment and supplies, communications, domestic travel, meetings, administration, training, service coordination, research and data collection, emergency stays, rapid rehousing, temporary rent support, housing grants, capital construction, materials and labour, permits and inspections, design, project administration, and land acquisition or development for affordable housing.

Selection criteria
- Capacity of the recipient and project leader, where applicable, to manage and complete the proposed activities successfully and on time.
- Support from relevant organizations and communities.
- Alignment with eligible activities and program objectives, including timelines, cost-effectiveness and expected outcomes.
- Project management, including governance, scope, human resources, risk, deliverables, monitoring, control and reporting.
- A realistic assessment of total project costs and justification of the requested funding.
- Cooperation and partnerships that encourage strategic collaboration, minimize overlap and complement related programs.
How to apply
- For contributions, submit a proposal that establishes eligibility and alignment with program objectives and priorities. It must include a detailed implementation plan and activity costs, concrete results or milestones, all financial support sources, a payment schedule, and an evaluation plan or success criteria.
- For grants, submit an application that establishes eligibility and alignment with program objectives and priorities and provides a payment schedule.
- For certain contributions intended to reduce gaps in social outcomes, prepare the proposal in the manner prescribed by CIRNAC and submit it to the appropriate CIRNAC office.
Processing and Agreement
- Payments are made once an agreement or an amendment to an agreement is executed.
- CIRNAC reviews expenditure plans and, if accepted, establishes the payment schedule.
- Grant recipients must maintain accounts and financial and non-financial records for the obligations in the agreement.
- Recipients must not disburse grant funds for any purpose other than those contained in the agreement.
- Where applicable, contribution recipients may need annual reports and financial statements to verify adherence to the program terms and conditions and demonstrate results for the most recently completed fiscal year.
