- Canadian national not-for-profit organizations offering corrections and community reintegration programming

- Federal Crown corporations
- Organizations without the legal capacity to enter into an agreement
Eligible expenses
- Salaries, wages, benefits, and honoraria related to the project.
- Rent, utilities, building maintenance, insurance, taxes, office equipment, minor capital, and program materials.
- Travel and living costs, training expenses, and professional or consulting fees tied to project delivery.
- Computer services, research and data costs, translation, interpretation, shipping, printing, postage, and distribution.
- Administrative costs directly related to the project, and culturally appropriate expenses such as community feasts, ceremonies, gatherings, circles, and gifts up to $100.

- Interest charges and borrowing costs
- Travel for delegates or participants not directly related to the project
- Non-monetary transactions such as amortization

- Applicant capacity and project readiness to develop, deliver, manage, monitor, and evaluate the work within the timeframe.
- Overall merit and viability, including reasonable costs, ethical considerations, partner support, and potential to continue after federal funding.
- Preference may be given to proposals that demonstrate support for Black, youth, Indigenous, LGBTQ+, elderly, vulnerable, and other diverse communities.
