Financing terms and conditions
- Financial assistance covers 50% of eligible renovation costs per project.
- The maximum grant amount is $50,000 per building for façade renovation and related eligible works.
- An additional grant of up to $10,000 per building is available for heritage restoration works on the façade.
- An additional grant of up to $6,000 per building is available for the construction or renovation of an accessibility ramp.
- If a project is cancelled before the grant is secured, reimbursement of 50% of actual professional fees incurred for project preparation is possible, up to $5,000.

Eligibility
- The applicant must be the owner of a non-residential or partially non-residential building located within one of the designated commercial sectors listed in the program.
- The building must have a non-residential use, either fully or partially.
- The proposed project must consist of renovation work on the building's facade facing a commercial artery and meet the program's specified requirements.
- The application must be complete and submitted according to the program's procedures, including providing proof of property ownership.
- All work must be carried out by a contractor holding a valid license from the Régie du bâtiment du Québec, and when required by law, under the supervision of a qualified professional.
Who is eligible?
- Owners of non-residential buildings located on a designated commercial artery
- Owners of buildings partially used for non-residential purposes on a designated commercial artery
Who is not eligible
- Buildings owned, in whole or in part, by the City of Québec or its mandated representatives or agents.
- Buildings owned, in whole or in part, by provincial or federal governments, including their agents or mandated bodies.
- Buildings owned by public or parapublic corporations where the majority of members are government-appointed or the majority of funds derive from government sources.
- Buildings attached to any public or private educational institution.
- Buildings owned, in whole or in part, by a religious community or organization (whether incorporated or not).
- Buildings located within high-velocity flood zones.
Eligible expenses
- Labour costs related to eligible renovation work.
- Materials supplied by the contractor for approved projects.
- Cost of permits or authorization certificates issued by the city.
- Professional fees for plans, specifications, and related expertise up to 10% of the eligible project costs.
- Applicable taxes paid by the owner (GST and QST), less any recoverable amounts.
- City fees required for the analysis of the grant application.
Eligible geographic areas
- Arrondissement of La Cité-Limoilou (specific commercial areas within Lairet, Vieux-Limoilou, Montcalm, Saint-Sacrement, Saint-Jean-Baptiste, Saint-Roch, Saint-Sauveur, and Vieux-Québec – for buildings constructed since 1955)
- Arrondissement of Sainte-Foy–Sillery–Cap-Rouge (commercial areas within Cité-Universitaire, Saint-Louis, and Sillery)
- Arrondissement of Beauport (commercial area within district 5-4, avenue Royale)
- Arrondissement of La Haute-Saint-Charles (commercial area on rue Racine in Loretteville)
Selection criteria
- Processing of requests in the chronological order of receipt, subject to the availability of funds.
- Completeness and compliance of the request, including all required documents and information.

How to apply

Submit the application

Submit supporting documents

- Receive an additional payment notice by email if there are extra fees
- Pay the supplementary fees online for faster processing

Obtain written approval

Additional information
- Subsidies are awarded in chronological order based on the date the reserve request is received and are subject to the availability of funds.
- Any outstanding amounts owed to the City (such as taxes or other dues) will be deducted from the subsidy.
- If false, inaccurate, or incomplete information is submitted with the grant application, applicants will forfeit the right to the subsidy and must reimburse any subsidy already received.
- File opening fees are non-refundable unless the application is denied by the City; partially refundable if the project is abandoned during processing.
