Documents Needed
- Copy of the municipal permit or authorization certificate, supporting documents, plans and specifications for the work and, where applicable, the notice of non-compliance.
- Two detailed quotes from different contractors, dated no more than 90 days, unless the work has already been carried out between the 1April 2022 and the by-law takes effect.
- Professional attestation for the replacement of a system whose age will not exceed 30 years before the 31 March 2029, with description of the system, hydraulic capacity, number of bedrooms and photos.
- Detailed invoice for the work performed, certificate of compliance for the work and a copy of the engineer's invoice for the plans, supervision and compliance certification.
- Report from a professional and cost study to benefit from the percentage and maximum amount of the tab 2 for a mandated tertiary system.
Eligibility
Who is eligible?
- The owner of an eligible property.
- The duly authorized representative of the owner.
- The condominium syndicate or owners' association when the condominium property is managed by a syndicate or association.
- The person who will act as the representative when the condominium property is managed by several owners not organized as an association.
Eligible expenses
- Labor costs.
- Cost of acquiring a compliant system.
- Other materials supplied by the contractor, excluding those supplied by the owner.
- Cost of issuing the permit or municipal authorization certificate, as well as professional fees for plans, specifications, supervision and compliance certification, including surveying or biologist fees when required.
- GST and QST paid by the owner, less any amount recovered, if applicable.
Ineligible Costs and Activities
- Replacement of a compliant system in order to increase its hydraulic capacity.
- Work to repair or replace a structure, equipment or private infrastructure affected by the replacement of the existing system.
- Excavation or landscaping work.
- Materials purchased by the owner and work performed by the owner.

- Watershed of the Saint-Charles River intake.
- Vulnerability areas illustrated on the plans in Annex I.
- Territory of the City of Quebec.
- Territory of the City of Lac-Delage.
- Territory of the municipality of the United Townships of Stoneham-et-Tewkesbury.
How to apply
- Hire a soil study consultant to produce a report and plans; if the installation is less than 30 years old, the consultant must clearly justify its obsolescence.
- Submit an application for a permit or authorization certificate after obtaining the soil study report.
- Request at least two detailed quotes from qualified contractors or excavators.
- Carry out the work and inform the consultant of the completion date so that they can produce the compliance report.
- Once the work is completed, fill out the online grant application form.
- Send the required documents by email to ISA.programme@ville.quebec.qc.ca.
Processing and Agreement
- Within 60 days following receipt of a complete and compliant application, the City sends a check to the property owner.
- If the application is incomplete or non-compliant, the City sends written notice indicating the missing or non-compliant items and no amount is paid until the file is completed.
- If the application is not eligible, the City informs the applicant in writing within a period of 30 days and specifies the reason.
- Compliant applications are granted in order of date received, subject to the availability of funds.
- Any applicant who provided false, inaccurate or incomplete information may lose the grant reservation and must repay the amount received upon written request.
