- Salaries charged to the regular budget of publicly funded institutions.
- Expenses incurred before approval or after the agreed project period.
- Expenses already funded by Quebec government budget rules.
- Building purchases, debt financing, and loan repayments.

- Eligible applications are reviewed by the Office and submitted to an evaluation committee.
