- Projects that repeat a project already funded in the previous three years.

- Projects that replace normal funding from an employer, government program, insurer, or similar source.
- Personal remuneration or personal income for the sponsoring member.
- Personal acquisition of equipment or materials by the sponsoring member.

Processing and Agreement
- Applications are reviewed by the projects committee.
