The Grant for a Circular Economy Assessment offers up to $15,000 in financial assistance to businesses in Montréal for conducting an expert-led assessment of their current practices and developing actionable strategies to integrate circular economy principles. The program supports activities such as evaluating existing business models, identifying improvement opportunities, proposing sustainable solutions, and creating an implementation plan focused on both economic and environmental benefits.
Financing terms and conditions
- Financial assistance of up to $15,000 per project.
- No subsidy will be granted for projects that have already commenced or are already benefiting from other municipal aid, or if more than 75% of the project costs are financed by government grants.
- Only one grant application per company is allowed during the entire duration of the program.

- Development of a concrete action plan to incorporate at least two circular economy approaches into the company's operations.
- Analysis of the potential economic and environmental impacts resulting from the implementation of these strategies.

Eligibility
- The applicant must be a private company, social economy enterprise, non-profit organization, or partnership (general, limited, or undeclared partnership).
- The company must have been registered with the Registraire des entreprises du Québec for at least 2 years.
- The head office must be located in Quebec, with a place of business in the Montréal agglomeration.
- The company must have an annual revenue between $500,000 and $50 million.
- The company must employ at least 3 full-time employees (minimum 1,820 hours per year per employee).

Who is not eligible
- Companies listed in the Registre des entreprises non admissibles aux contrats publics (RENA).
- Businesses operating in certain sectors such as petroleum, mining, coal, logging, and public institutions.
Eligible expenses
- Fees charged by an expert for conducting a circular economy assessment.
- Detailed invoices for the approved diagnostic and related deliverables.
- Expenses documented by contracts with the mandated expert.

Selection criteria
- The diagnosis must include an analysis of current practices and recommendations for the integration of at least two circular economy strategies into the company's business model.
- A detailed action plan must be presented, specifying the main steps and resources needed for the implementation of the proposed strategies.
- The diagnosis must include an assessment of the potential economic and environmental impacts associated with the deployment of the strategies (for example: avoided costs, new revenues, reduction of GHG emissions, etc.).
How to apply
- Step 1: Complete Required Declarations
- Fill out the Declaration - Charte de la langue française form.
- Step 2: Gather Required Documents
- Obtain proof of property or lease for the business address.
- Collect financial statements for the last 2 fiscal years.
- If applicable, prepare a proxy document for the representative.
- If applicable, obtain documentation specifying the amount of any grant received or expected from another government or public organization.
- Get a detailed cost estimate from the intended expert (including their CV and portfolio).
- Obtain a signed declaration from the expert confirming compliance with requirements.
- Have the Declaration - Charte de la langue française ready.
- Step 3: Complete Application Form
- Fill out the application form provided by the City.
- Attach all required documents in digital format.
- Step 4: Submit Application
- Submit the completed application form along with all required documents through the specified channel or portal of the City.
- Step 5: Await Eligibility Notification
- Wait for the City’s eligibility notice before starting the circular economy assessment.
- Step 6: Conduct the Assessment
- Upon receiving the eligibility notice, carry out the circular economy assessment with the approved expert within 180 days.
- Step 7: Participate in Follow-Up Meeting
- Attend a follow-up meeting with the designated expert within 90 days after the assessment is delivered.
- Step 8: Request Grant Payment
- Submit a completed and signed payment request form provided by the City.
- Send a copy of the completed assessment.
- Provide the expert’s statement certifying the follow-up meeting, along with the meeting report.
- If applicable, send a copy of the contract with the expert.
- Submit detailed invoices for the project.
- Provide proof of payment (other than cash), such as a copy of a cleared cheque, bank statement, or credit card statement.
- Include any additional documents required by the City, as applicable.
